सरकार गेहूं निर्यात के लिए वार्ता करेगी प्राइवेट निर्यातकों से

आर एस राणा नई दिल्ली | May 16, 2013, 03:13AM IST एफसीआई के तीसरे टेंडर में भी किसी प्राइवेट निर्यातक से दिलचस्पी नहीं दिखाई केंद्रीय पूल से प्राइवेट निर्यातकों के जरिये गेहूं निर्यात करने का सरकार का सपना साकार नहीं हो पा रहा है। भारतीय खाद्य निगम (एफसीआई) को गेहूं निर्यात के लिए तीसरी बार मांगी गई निविदा में भी रेस्पांस नहीं मिला। प्राइवेट निर्यातकों की गेहूं निर्यात में बेरुखी को देखते हुए सरकार ने 17 मई को उनकी बैठक बुलाई है। इस बैठक में प्राइवेट निर्यातकों की बेरुखी की वजह समझने का प्रयास होगा। निर्यात के लिए सरकार द्वारा गेहूं का ऊंचा मूल्य तय किए जाने की वजह से निर्यातक दिलचस्पी नहीं ले रहे हैं। खाद्य मंत्रालय के एक वरिष्ठ अधिकारी ने बिजनेस भास्कर को बताया कि एफसीआई को प्राइवेट निर्यातकों के माध्यम से गेहूं निर्यात के लिए तीसरी बार भी कोई निविदा प्राप्त नहीं हुईं। इसलिए सरकार ने इसकी वजह समझने के लिए 17 मई को प्रावेट निर्यातकों की बैठक बुलाई है। बैठक में प्राइवेट निर्यातकों के सामने गेहूं निर्यात में आ दिक्कतों को दूर करने पर विचार किया जाएगा। खाद्य मंत्रालय के सचिव की अध्यक्षता में होने वाली बैठक में करीब 32 निर्यातकों के भाग लेने की संभावना है। गेहूं की निर्यातक फर्म के एक वरिष्ठ अधिकारी ने बताया कि केंद्रीय पूल से प्राइवेट निर्यातकों को सरकार महंगे दाम पर गेहूं दे रही है जबकि उत्पादक राज्यों की मंडियों से सस्ता गेहूं मिल रहा है। एफसीआई ने पंजाब और हरियाणा के गोदामों से गेहूं निर्यात के लिए निविदा भरने का न्यूनतम भाव 1,484 रुपये प्रति क्विंटल तय किया है जबकि इसमें बंदरगाह पहुंच करीब 150 रुपये प्रति क्विंटल की परिवहन लागत और 70 रुपये प्रति क्विंटल का बंदरगाह पर खर्च (लोडिंग, स्टोरेज और अन्य खर्च) को मिलाकर भाव 1,700 रुपये प्रति क्विंटल बैठता है। इसके उलट निर्यातकों को उत्पादक राज्यों की मंडियों से बदरगाह पहुंच 1,600-1,640 रुपये प्रति क्विंटल पहुंच मिल रहा हैं। वैसे भी एफसीआई निर्यातकों को वर्ष 2011-12 विपणन सीजन का गेहूं देगी जबकि उत्पादक राज्यों से निर्यातकों को चालू रबी फसल सीजन का गेहूं मिल रहा है। केंद्रीय कृषि मंत्री शरद पवार की अध्यक्षता में गठित उच्च अधिकार प्राप्त मंत्रियों के समूह (ईजीओएम) ने 7 मार्च को प्राइवेट निर्यातकों को केंद्रीय पूल से 50 लाख टन गेहूं के निर्यात की अनुमति दी थी, लेकिन अभी तक निर्यात शुरू ही नहीं हो पाया है। केंद्रीय पूल से सार्वजनिक कपंनियों पीईसी, एमएमटीसी और एसटीसी को भी सरकार ने 45 लाख टन गेहूं के निर्यात की अनुमति दे रखी है जिसमें से करीब 40 लाख टन गेहूं के निर्यात सौदे हो चुके हैं। केंद्रीय पूल मेें पहली मई को गेहूं का 372.48 लाख टन का स्टॉक मौजूद था जबकि न्यूनतम समर्थन मूल्य (एमएसपी) पर चालू रबी सीजन 2013-14 की खरीद जारी है। (Business Bhaskar....R S Rana)

NFCSF seeks hike in sugar import duty to 30pc

New Delhi, May 17. Worried that sugar imports would depress domestic prices thereby affecting realisation and payments to cane growers, cooperative sugar factories body NFCSF has sought hike in import duty on raw and refined sugar to 30 per cent from 10 per cent. At present, sugar imports via open general licence (OGL) route are permitted at 10 per cent duty. "We request you to check sugar import under OGL and to improve ex-factory sugar prices, import duty on raw and white sugar should be increased to 30 per cent," National Federation of Cooperative Sugar Factories (NFCSF) President Kallapa B Awade said in a representation to the Food Ministry. Traders have imported 4,68,000 tonnes of sugar so far even as the domestic production is expected to surpass the demand in the ongoing 2012-13 season (September-October), he said, adding that some imports are also coming from Pakistan. According to NFCSF estimates, sugar production will be 25 million tonnes (MT) this year as against the demand of 22.5 MT. Taking into account imports, an opening stock in the next year would be around 9.66 MT. "Considering the initial three months requirement of sugar for 2013-14 of about 5.8 million tonnes, India will have a net surplus of sugar of 3.86 million tonnes," it said. The surplus sugar cannot be exported as international prices are ruling lower. If imports are continued at lower duties, domestic prices will further fall, hitting realisation and timely payment to sugarcane growers, it noted. "It is becoming very difficult for factories to pay even sugarcane prices to cane growers. The sugarcane price arrears are mounting and reached to Rs 12,600 crore up to March 15, 2013," the NFCSF said. The cooperative sugar body also demanded the government to give export subsidy to ship surplus sugar as this will help them to clear their cane arrears. The ex-factory realisation are falling since October 2012. The all India average ex-factory price of sugar in October 2012 was Rs 3,328.67 per quintal which has come down to Rs 2,925 per quintal in April 2013, about Rs 400 per quintal fall in the first 7 months of the year, it added.

Bajra eases on higher supply

New Delhi, May 17. In restricted activity, bajra prices fell by Rs 20 per quintal on the wholesale grains market today due to adequate stocks on higher supplies. However, other grains held steady in scattered deals. In the national capital, bajra fell by Rs 20 to Rs 1,400-1,405 per quintal. Arhar, its dal weaken in thin trade

New Delhi, May 17. Barring a weakness in arhar and its dal prices on sluggish demand,other pulses held steady on the wholesale pulses market today in limited deals. Traders said sluggish demand from retailers mainly helped arhar and its dal prices to trade lower. In the national capital, arhar and its dal prices were down by Rs 50 each to Rs 4,200-4,600 and Rs 5,900-6,100 per quintal, respectively. Pistachio up on rising demand

New Delhi, May 17. Pistachio prices rose by Rs 5 per kg in the national capital today largely on the back of fresh buying by retailers and stockists amid low stocks. Fall in supplies from overseas markets also supported the rise in the prices. Pistachio hairati and peshwari rose by Rs 5 each to conclude at Rs 800-860 and Rs 980-1,000 per kg, respectively. Marketmen said fresh buying by retailers and stockists against fall in supplies from overseas markets, mainly pushed up pistachio prices. The following are today's quotations (per 40 kg): Almond (California) Rs 13,800 Almond (Gurbandi-new) Rs 7,200-7,600; Almond (Girdhi) Rs 3,500-3,700; Abjosh Afghani Rs 8,000-20,000. Copper recovers on global cues

New Delhi, May 17. In limited deals, copper prices recovered by Rs 2 per kg on the local non-ferrous metals market today on increased industrial demand amid a firm global trend. Meanwhile, copper for delivery in three months traded up 0.1 per cent at USD 7,285 a tonne on the London Metal Exchange. In the national capital, copper mixed scrap recovered by Rs 2 to Rs 419 per kg. The following were today's metal rates per kg: Zinc ingot 113-119, nickel plate (4x4) 1,056-1,059 gun metal scrap 227, bell metal scrap 229, copper mixed scrap 419, chadri deshi 285. Lead ingot 136, lead imported 134, aluminium ingots 142, sheet cutting 143, aluminium wire scrap 146 and aluminium utensils scrap 142.

Steel prices remain flat in thin trade

New Delhi, May 17. Quiet conditions persisted on the local steel market today as prices continued to move in a tight range on lack of demand against sufficient supplies. Traders said lack of demand from constructions units against sufficient supplies mainly kept steel prices unaltered.
