MCX futures gold......copper.....energy........soyabean

Bullion: MCX August gold futures fell sharply, about 7.50 percent in the last week. COMEX gold plunged to a 34-month low and silver fell to the lowest since August 2010 after Fed Chairman Ben S. Bernanke said to reduce stimulus package of $85 billion in monthly bond purchases by this year end and halt bond buying program in mid 2014. Positive US economic data also added selling pressure on bullion. U.S. new home sales in May and consumer confidence in June readings climbed to five year high, exceeding all median forecasts. Richmond manufacturing index and durable goods orders also showed optimism in the U.S. economy, which were also negative for bullion. Further, consumer spending in the U.S. in May rose 0.3 percent after a 0.3 percent decline in the prior month and incomes raised 0.5 percent Vs median estimate 0.2 percent. U.S. Jobless claims decreased to 346,000 in the week ended June 22 from the prior week’s 355,000. Additionally, India’s rupee appreciation against the U.S. dollar on Thursday also supported a fall in domestic bourses as current account deficit in India narrowed than the early estimates. The Reserve Bank of India (RBI) said that deficit was $18.1 billion in January-March quarter, compared with a revised $31.9 billion in the previous quarter. Further, investment demand for gold declined as holdings of the SPDR Gold Trust, the biggest Exchange-Traded Product (ETP) fell to 969.5 tonnes as on June 27, 2013, down 1.65 per cent compared with 985.73 tonnes June 24, 2013. ¬¬¬¬¬Price Movement in the Last week: MCX August gold prices opened the week at Rs 27,000/10 grams and fell sharply, touched a low of Rs 24,941/10 grams. Currently trading at Rs 25,070/10 grams (June 28, Friday at 5.20 PM) with a huge loss of Rs 1950/10 grams (down 7.25%) as compared with previous week’s close. Outlook for this week: MCX August gold is expected to trade lower on account of positive US economic US economy and Federal Reserve’s chairman Ben S. Bernanke’s comment about the reducing its stimulus package of $85 billion in monthly bond purchases. MCX August gold shall find supports at 24,180/23,680 levels and resistances at 25,300/25,800 levels. Spot gold has supports at 1155/1125 and resistances at 1245/1270 levels. Recommendation for this week: Sell MCX August Gold between 25,250-25,300, SL above 25,800 and Target- 24,180/23,700. Copper: MCX June Copper futures traded slightly lower in the last week as U.S. economy in the first quarter grew less than expectation and an increase LME warehouses inventories were also pressured prices. Base metals plunged on concerns of lower demand prospects from the largest metals consuming country, China when People’s Bank of China asked banks to control their credit expansion. However, copper prices recovered sharply from early sell off after the central bank said it provided liquidity support to financial institutions to stabilize market expectations in China. Indian rupee appreciated in the second half of the last week, which brought bearish market sentiments for base metals in domestic bourses. Price movement in the last week: MCX August Copper prices opened the week at Rs 411.05/kg and initially traded slightly higher and touched a high of Rs 414.60/kg. Later prices came under pressure and touched a low of Rs 397.95/kg. Currently trading at Rs 406.55/kg (June 28, Friday at 5.30 PM) with a loss of Rs 6.10/kg as compared with previous week’s close. Outlook for this week: MCX August Copper is expected to trade slightly lower owing to increasing inventories at LME warehouse as lower demand from China, is largest consumer of copper. MCX August Copper shall find a supports at 391/380 levels and resistances at 415/422 levels. Recommendation for this week: Sell MCX August Copper between 412-415, SL above 422 and Target- 391/382. Energy: MCX July Crude oil futures traded higher in the last week on the back of positive US economic data coupled with China’s central bank comments about the liquidity support to the financial institutions. U.S. economic data was also helpful to bring momentum in crude oil. U.S. pending (previously owned) home sales jumped 6.7 in May, the highest since December 2006 which is indicating progress in the industry. The U.S.A. is the world’s largest and China is a second largest oil consuming countries. So, oil prices rallied with the demand concerns from the largest consuming countries. The Energy Information Administration (EIA) said oil inventories slightly increased by 18 thousand barrels against estimated 1.7 million barrel draw down and inventories of gasoline and distillate considerably increased in the previous week. But market concerns are about the U.S. summer driving season which will bring higher demand for oil due to economic recovery this year. Price movement in the last week: MCX July crude oil prices opened the week at Rs 5608/bbl, initially traded mildly lower and found strong support of Rs 5570/bbl. Later, prices surged sharply, touched a high of Rs 5867/bbl and currently trading at Rs 5793/bbl (June 28, Friday at 5.30 PM) with a gain of Rs 180/bbl (up 3.21%). Outlook for this week: MCX July crude oil is expected to higher on account of positive US economic data as recovery of US economy after long recession. MCX July crude oil shall find a support at 5700/5570 levels and resistance 5935/6050 levels. Soybean: NCDEX-July soybean futures traded lower in the last week on the back of higher sowing acreage due to good progress of monsoon across the country. According to Rajesh Agrawal, co-coordinator and spokesman, Soybean Processors Association of India “Sowing progress is really good this year and all India’s soybean sowing may end by July 5, 2013”. Sowing acreage under kharif oilseeds may increase by 5-7% this year as compared to last year due to better returns on soybean as compared to other crops. Further, withdrawal of Special Margin on Soybean is also added bearish market sentiments. As per a circular by NCDEX dated June 26, 2013 the special margin of 10% (in cash) on the Long Side on Soybean July 2013 expiry contracts will be withdrawn with effect from beginning of day Thursday, June 27, 2013. As per the Ministry of Agriculture, kharif oilseeds sowing area is 8.13 lakh hectare vs normal sowing area 3.37 lakh as on June 20, 2013. Soybean was planted on 1.32 lakh hectares against 0.16 lakh hectares last year. According to the 3rd advance estimates, Soybean output is pegged at 14.14 million tonnes. According to Oil World, global production forecast of 10 major oilseeds to increase to 484.50 million tonnes this year from 463.50 million tonnes last year owing to higher sowing acreage amid favorable weather for crop in major growing regions. USDA’s weekly export sales showed signs of slower growth for soybeans, meal and oil. Net weekly export sales for soybeans came in at 14,500 tonnes for the current marketing year, down from 53,000 tonnes the week prior and new crop sales totaled 451,100 tonnes which took the report total to 465,600. The USDA reported that US private exporters sold 172,500 tonnes of soybeans to an unknown destination for the 2013/14 marketing year. As of June 20th, cumulative sales stand at 101% of the USDA forecast versus a 5 year average of 99%. Net meal sales came in at 9,200 tonnes for the current marketing year and 100 tonnes for the next marketing year for a total of 9,300. Cumulative meal sales stand at 99% of the USDA forecast versus a 5 year average of 86%. Sales of 7,000 tonnes are needed each week to reach the USDA forecast. Net oil sales came in at 2,900 tonnes for the current marketing year and cumulative sales stand at 89% of the USDA forecast versus a 5 year average of 81%. Sales of 8,000 tonnes are needed each week to reach the USDA forecast. According to Brookfield Agricultural Group Brazil, the world’s largest soybean exporter will probably harvest a bigger crop next season as prices are still providing incentives for farmers to expand planted area. Soybean prices climbed 7.9 percent last month on limited U.S. supplies. Brazil will produce a record 85,000 metric tons of soybeans in the 2013-14 season that starts there in October, the U.S. Department of Agriculture estimates. That compares with 82,000 tonnes in the same period a year earlier. Outlook for this week: NCDEX July soybean is expected to trade lower on account of higher sowing acreage as favorable weather for soybean crop. Additionally, appreciation of INR against US dollar is also negative for prices at domestic bourses as soy meal exporters will get less return on soy meal exports and edible oil imports would be cheaper. NCDEX July soybean shall find a support at 3530/3490 levels and resistance 3720/3780 levels. Recommendation for this week: Sell NCDEX July Soybean between 3700-3720, SL 3785, target- 3530/3495.

Cabinet asks Agri Min to rework proposal of corporatising DMS

New Delhi, Jun 28. The Cabinet has deferred a decision on corporatisation of loss-making Delhi Milk Scheme (DMS) and asked Agriculture Ministry to rework the proposal giving details of land requirement. "The proposal has been deferred because we wanted them (Agriculture Ministry) to produce the revised plan indicating the requirement of land," Finance Minister P Chidambaram told reporters. "Certain land will remain with government, only the land that is required for running DMS will be transferred to the new company. This information is required. This (proposal) will probably come up in the next meeting or so," he said. The proposal on corporatisation of DMS, moved by the Agricutlure Ministry to enable takeover of the loss-making operation by well performing milk companies, was discussed in the Cabinet meeting yesterday. Gujarat Cooperative Milk Marketing Federation (GCMMF), which owns Amul brand, has evinced interest in running the DMS plants. GCMMF, leading milk supplier in Delhi-NCR, had also moved a proposal to the Agriculture Ministry in this regard. Amul wants to increase its presence in the national capital region. The DMS has milk production and packaging capacity of 5 lakh litres per day, besides a network of 1,298 outlets in the NCR. DMS has 800 employees, but the milk production is only about 2.75 lakh litres per day. However, its cumulative losses touched Rs 838.66 crore in 2011-12 from Rs 814.43 crore in 2010-11 and Rs 782.32 crore in 2009-10.

Govt to reimburse Rs 719 cr to CCI for buying cotton at MSP

New Delhi, Jun 28. The government today decided to reimburse Rs 719.41 crore to the Cotton Corporation of India (CCI) for losses incurred while buying the fibre at minimum support price operations in the cotton season 2012-13. The decision regarding this was taken by the Cabinet Committee on Economic Affairs (CCEA) yesterday. "CCEA today approved reimbursement of losses amounting to Rs 719.41 crore to the CCI on Minimum Support Price (MSP) operations in the cotton season 2012-13," an official statement said. It said that CCI would be conducting domestic and export sales and the apportionment of these sales would be decided by an inter-ministerial committee consisting of representatives of the Ministries of Agriculture, Commerce, Textiles and the Department of Revenue, to strike an appropriate balance between interests of domestic users and producers. The government under the Price Support System for the cotton season 2012-13 fixed the MSP for Long Staple and Medium Staple varieties of raw cotton at Rs 3,900 per quintal and Rs 3,600/per quintal, respectively. "This led to a hike in MSP price of 29 per cent and 18 per cent, respectively, over the previous year," it said. Cotton prices in Andhra Pradesh touched MSP prices in October 2012 and procurement under MSP operations commenced in the districts of Warangal, Guntur and Adilabad. The CCI procured 22.65 lakh bales of seed kapas under price stabilisation operations from October 2012 to February 2013 at a total cost of Rs 5,807.95 crore. "The CCI has successfully stabilised prices in Andhra Pradesh and avoided farmer distress with timely payments. Cotton prices then crossed MSP prices in March 2013 in Andhra Pradesh," it added.

Hike in paddy, cotton support prices inadequate: Badal

Chandigarh, Jun 28. Terming the hike in support price of paddy and cotton as "inadequate", Punjab Chief Minister Parkash Singh Badal today said it is "anti-farmer" and demoralising for the agriculture sector. Expressing disappointment over the hike in MSP of paddy and cotton by just Rs 60 and Rs 100 per quintal, respectively, by the Centre, Badal said that the state government had demanded support price of Rs 1,800 and Rs 4,674 per quintal, respectively, for both the commodities. The Cabinet Committee on Economic Affairs approved a hike of Rs 60 and Rs 100 in the MSP of paddy and cotton to Rs 1,310 and Rs 3,700 per quintal, respectively for the current kharif marketing season on Thursday. In a statement here, Badal said that this move of the Congress-led UPA government would further demoralise the farmers as agriculture was no more a profitable venture due to squeezed margins owing to constant hike in the cost of agricultural inputs like diesel, seeds, fertilisers and pesticides thereby further accentuating the woes of the beleaguered farmers. Terming the decision as "anti-farmer and cruel joke with the peasantry", Badal said the UPA government had not only rubbed salt to the wounds of the farmers but also gave a major setback to the hardworking and resilient farming community which could put our national food security in peril. Taking a dig at the Centre, Badal accused the UPA government of double standard and said it was forcing Punjab to go for crop diversification and deliberately denying the farmers of their justified right of remunerative MSP on the alternative crops like cotton, maize and Basmati. The Chief Minister said he had personally taken up the issue of ensuring permanent procurement mechanism for these crops with Union Agriculture Minister Sharad Pawar and Prime Minister Manmohan Singh several times. The issue was raised to motivate the farmers of the state for the cultivation of cotton, maize and basmati with the focused approach towards crop diversification as well as to save farmers from the sheer exploitation at the hands of the traders due to lack of assured marketing facility. He also said the state government had already demanded MSP of Rs 1,700 and Rs 3,500 per quintal for maize and basmati.

Gold hits 23-month low at Rs 25,650 on weak global cues

New Delhi, Jun 28. Gold prices today tumbled to a 23-month low by losing Rs 1,150 to Rs 25,650 per 10 grams in the national capital on heavy selling by stockists and investors, triggered by a steep fall in overseas markets. All round selling by stockists on free-fall in overseas markets and investors shifting their funds to surging equities mainly pulled down the gold prices to a level last seen on August 9,2011. Silver also dropped by Rs 1,490 to trade below Rs 40,000 at Rs 39,010 per kg on poor offtake by jewellers and coins makers. Traders said the sentiment dampened as gold in Singapore plunged to nearly three-year low by dipped below USD 1,200 an ounce on improving US economic data strengthening the case for the Federal Reserve to reduce stimulus. Gold in overseas markets, which normally set price trend on the domestic front, dropped USD 24.40 to USD 1,200.80 an ounce and silver by 0.05 per cent to USD 18.51 an ounce. They said investors shifting their funds to surging stock prices further influenced the market sentiment. In the national capital, gold of 99.9 and 99.5 per cent purity registered a hefty fall of Rs 1,150 each to Rs 25,650 and Rs 25,450 per 10 grams, respectively. Sovereigns declined by Rs 200 to Rs 23,800 per piece of eight grams. In line with a gold trend, silver ready dropped by Rs 1,490 to Rs 39,010 per kg while weekly-based delivery rose by Rs 130 to Rs 39,700 per kg. Silver coins also nosedived by Rs 2,000 to Rs 75,000 for buying and Rs 76,000 for selling of 100 pieces.

Gold near 34-month low as quarterly slump may spur demand

London, Jun 28. Gold today traded near a 34- month low as the worst quarterly slump in at least nine decades following the Federal Reserve’s comments on tapering stimulus may spur more physical demand. Gold added 0.2 per cent to USD 1,202.70 an ounce, after reaching 1,180.50 dollar, a lowest since August 3, 2010. Silver rose 1.9 per cent to 18.84 dollar an ounce, after reaching USD 18.22, the lowest since August 2010. It's down 33 per cent this quarter, the most since 1980. Gold dropped 25 per cent this quarter, its biggest loss since at least 1920. Fed Chairman Ben S Bernanke said that the Fed may begin tapering its bond-buying programme this year. U.S. data may show today that consumer sentiment improved and business activity expanded, economists said. Bullion slid 28 per cent this year, the biggest annual drop since 1981, after rallying the past 12 years. About USD 62.4 billion was wiped from the value of precious metals exchange-traded product holdings this year as some investors lost faith in them as a store of value. A lack of accelerating inflation and mounting concern about the strength of the global economy is hurting silver, platinum and palladium, which are used more in industry than gold. Gold entered a bear market in April, extending the retreat from its all-time high of 1,921.15 dollar in September 2011. Price declines accelerated this year as US bond yields increased and the dollar strengthened. Analysts from Morgan Stanley to Credit Suisse Group AG to Goldman Sachs Group Inc cut gold forecasts this month on prospects for reduced asset purchases.

Support price of paddy hiked by Rs 60 to Rs 1,310 per quintal

New Delhi, Jun 27. Amid expectations of normal rain, the government today approved a hike of Rs 60 in paddy support price (MSP) to Rs 1,310 per quintal in order to encourage farmers to grow more in the ongoing kharif season. The government also increased the minimum support price (MSP) of pulses and oilseeds by up to Rs 450 and Rs 320 per quintal, to boost ouput and reduce import dependence. "The Cabinet Committee on Economic Affairs (CCEA) has approved MSPs of kharif crops for 2013-14 crop year (July-June) as proposed by the Agriculture Ministry," a source said after the CCEA meeting here. While MSP for common paddy has been raised to Rs 1,310 from Rs 1,250 per quintal, the support price of grade 'A' variety of paddy has been hiked by Rs 65 to Rs 1,345/quintal. Sowing of paddy, the main kharif crop, begins with the onset of monsoon in June and harvesting starts in October. The normal monsoon forecast by the Met Department for this year, coupled with hike in MSP, is expected to boost paddy area and productivity. In 2012, there was drought in four states leading to fall in foodgrains production by four million tonnes to little over 255 million tonnes. CCEA also approved Rs 100 hike in cotton MSP to Rs 3,700 per quintal (medium staple) and Rs 4,000 per quintal (long staple). In pulses category, the MSP of tur has been raised by Rs 450 to Rs 4,300 per quintal, while that of moong by Rs 100 to Rs 4,500 per quintal. The ministry had recommended no change in urad MSP at Rs 4,300 per quintal for this year. In the oilseeds category, CCEA approved a hike of Rs 300 in the MSP of soyabean (black) to Rs 2,500 a quintal; Rs 320 rise in MSP of soyabean (yellow) to Rs 2,560 per quintal. The MSP of sesamum stands increased by Rs 300 per quintal at Rs 4,500. The support prices of sunflower seed and nigerseed have been kept unchanged at Rs 3,700 per quintal and Rs 3,500 per quintal, respectively.

FCI exports 4.19 mn tonnes wheat; to earn over Rs 7,000 cr

New Delhi, Jun 27. State-run Food Corporation of India (FCI) has exported 4.19 million tonnes of wheat, valued at more than Rs 7,000 crore, in the past one year. Due to surplus wheat stock, the government had permitted FCI to export 4.5 million tonnes of the grain in July last year. The deadline for export is June 30, this year. "The export process has been completed. We have received bids for 4.19 million tonnes, which will fetch more than Rs 7,000 crore at an average price of about USD 310 per tonne" a senior FCI official said. Out of 4.19 million tonnes, a major quantity has already been shipped to South Korea, Ethiopia, Bangladesh, Yemen, Thailand and Indonesia, he said. Maximum wheat has been exported to South Korea at one million tonnes. Small quantities of wheat were also shipped to Vietnam, Malaysia, Philippines and the Middle East. The official said that no profits were made from exports but indirect saving on carrying and storage cost of wheat to the tune of about Rs 1,000 crore was made. The last wheat export tender was floated during third week of June for about 2,90,000 tonnes but received bids for only 70,000 tonnes, he added. The FCI official said good price for Indian wheat was received in line with Australian soft wheat, considered as the best in the world. "There is greater acceptability of our wheat in the global market now," he added. The official, however, observed that the FCI could have secured higher price if handling process was fully mechanised. The FCI is currently handling 77 million tonnes of foodgrains, of which 4.43 million tonnes is wheat.

चांदी के आयात में भारी बढ़ोतरी

चांदी के कारोबारियों के पास पिछले महीनोंं में आयात की हुई चांदी का भारी स्टॉक जमा है। चांदी की कीमतों में गिरावट के चलते मांग बढऩे की उम्मीद में यह आयात किया गया था। अंतरराष्ट्रीय बाजार में चांदी के भाव चार साल के निचले स्तर पर और भारत में 30 महीने के निचले स्तर पर पहुंच गए हैं। इससे उनकी उम्मीद सही साबित होती दिख रही है। भारत ने वर्ष 2012 में 1900 टन चांदी का आयात किया था। हालांकि वर्ष 2013 के पहले पांच महीनों में चांदी का आयात 2,500 टन के पार होने का अनुमान है। यह स्टॉक कीमतों में गिरावट के चलते खरीदारी में बढ़ोतरी की उम्मीद में किया गया था। अहमदाबाद के थोक सर्राफा विक्रेता समूह आम्रपाली समूह की अध्यक्ष मोनल ठक्कर ने कहा, 'विभिन्न सर्राफा कारोबारियों के पास स्टॉक खत्म होने जा रहा था और जब अप्रैल के मध्य में कीमतें गिरने लगीं तो उन्होंने भारी बुकिंग कीं। उन्हें कीमतों में गिरावट की वजह से निचले स्तरों पर मांग निकलने की उम्मीद थी।Ó उद्योग के अनुमान के मुताबिक जनवरी से मार्च तिमाही के दौरान चांदी का आयात 760 टन अनुमानित था, लेकिन अकेले अप्रैल में ही यह 720 टन और मई में 920 टन रहा। मोनल ठक्कर उपभोक्ताओं और निवेशकों को चांदी खरीदने की सलाह दे रही हैं, क्योंकि कीमतें दो साल पहले के 75,000 रुपये प्रति किलोग्राम के स्तर से लगभग आधी हो चुकी हैं। अंतरराष्ट्रीय बाजार में आज सोने और चांदी की कीमतों में भारी गिरावट रही। लेकिन भारत में रुपये के बहुत कमजोर होने से गिरावट सीमित रही। डॉलर में मजबूती से सोना तीन साल के निचले स्तर पर और चांदी 34 महीने के निम्नतम स्तर पर पहुंच गई है। डॉलर के मजबूत होने से निवेशक सोने-चांदी जैसे सुरक्षित निवेश के बजाय शेयर जैसी जोखिमपूर्ण परिसंपत्तियों की ओर रुख कर रहे हैं। इस साल अप्रैल से दोनों धातुओं की कीमतों में भारी गिरावट आई है। मुंबई के हाजिर बाजार में चांदी 4 फीसदी गिरकर 40,475 रुपये प्रति किलोग्राम पर बंद हुई, जबकि सोना 2.5 लुढ़ककर 26,145 रुपये प्रति 10 ग्राम पर बंद हुआ। विश्लेषकों ने कहा कि दोनों जिंस अपने तकनीकी सपोर्ट लेवल से नीचे आ चुकी हैं, इसलिए आगे भी गिरावट की संभावना से इनकार नहीं किया जा सकता। ब्लूमबर्ग के आंकड़ों के मुताबिक अप्रैल के बाद चांदी 22 फीसदी लुढ़की है। अंतरराष्ट्रीय बाजार में चालू तिमाही में चांदी 33.4 फीसदी और सोना 22.4 फीसदी गिरा है। भारत में इनमें गिरावट क्रमश: 11.7 और 9.7 फीसदी रही है। रेलिगेयर सिक्योरिटीज के अध्यक्ष (खुदरा वितरण) जयंत मांगलिक ने कहा, 'जिंस एक्सचेंजों पर सोना 1160 डॉलर प्रति औंस तक गिर सकता है और इसका मतलब है कि एमसीएक्स में इसकी कीमत करीब 24,200 रुपये प्रति 10 ग्राम होगी। (BS Hindi)

आर एस राणा नई दिल्ली | Jun 27, 2013, 00:03AM IST सीसीईए की गुरुवार को होने वाली बैठक में किया जाएगा विचार धान का न्यूनतम समर्थन मूल्य 60 रुपये बढ़ाने की सीएसीपी की सिफारिश खरीफ फसलों के न्यूनतम समर्थन मूल्य (एमएसपी) पर गुरुवार को होने वाले आर्थिक मामलों की मंत्रिमंडलीय समिति (सीसीईए) की बैठक में फैसला होने की संभावना है। कृषि लागत एवं मूल्य आयोग (सीएसीपी) की सिफारिशों के अनुसार खरीफ विपणन सीजन 2013-14 के लिए धान के एमएसपी में 60 रुपये की बढ़ोतरी का प्रस्ताव है। सीएसीपी की सिफारिशों के उलट कृषि मंत्रालय द्वारा तैयार नोट में बाजरा का एमएसपी बढ़ाकर 1,250 रुपये और अरहर का एमएसपी 4,300 रुपये प्रति क्विंटल तय करने की सिफारिश की गई है। कृषि मंत्रालय के एक वरिष्ठ अधिकारी के अनुसार खरीफ विपणन सीजन 2013-14 के लिए जिंसों के एमएसपी पर फैसला 27 जून को होने वाले वाली सीसीईए की बैठक में होने की संभावना है। सीएसीपी ने बाजार, ज्वार, अरहर, उड़द और सनफ्लावर सीड के एमएसपी को स्थिर रखने की सिफारिश की है। इसके उलट कृषि मंत्रालय ने अरहर और बाजरा के एमएसपी को क्रमश: 450 रुपये और 75 रुपये प्रति क्विंटल बढ़ाने की सिफारिश की है। उन्होंने बताया कि सरकार दलहन की पैदावार में बढ़ोतरी के लिए किसानों को प्रोत्साहित कर रही है। कृषि मंत्रालय द्वारा तैयार नोट में अरहर के एमएसपी को 450 रुपये बढ़ाकर 4,300 रुपये प्रति क्विंटल तय करने की सिफारिश की है जबकि बाजरा के एमएसपी में 75 रुपये की बढ़ोतरी कर भाव 1,250 रुपये प्रति क्विंटल तय करने की सिफारिश की है। सीएसीपी ने दलहन में केवल मूंग के एमएसपी को 4,400 रुपये से बढ़ाकर 4,500 रुपये प्रति क्विंटल करने की सिफारिश की थी। सीएसीपी ने धान कॉमन-ग्रेड का एमएसपी 1,250 रुपये से बढ़ाकर 1,310 रुपये, धान ग्रेड-ए का एमएसपी 1,280 रुपये से बढ़ाकर 1,345 रुपये, मक्का का एमएसपी 1,175 रुपये से बढ़ाकर 1,310 रुपये, सोयाबीन (काला) का एमएसपी 2,200 रुपये से बढ़ाकर 2,500 रुपये, सोयाबीन (पीला) का एमएसपी 2,240 रुपये से बढ़ाकर 2,560 रुपये प्रति क्विंटल तय करने की सिफारिश की है। शीशम सीड के एमएसपी को 4,200 रुपये से बढ़कर 4,500 रुपये और मूंगफली के एमएसपी को 3,700 रुपये से बढ़ाकर 4,000 रुपये प्रति क्विंटल तय करने की सिफारिश की है। मीडियम स्टेपल कपास के एमएसपी को 3,600 रुपये से बढ़ाकर 3,700 रुपये और लांग स्टेपल कपास के एमएसपी को 3,900 रुपये से बढ़ाकर 4,000 रुपये प्रति क्विंटल तय करने की सिफारिश की है। (business bhaskar....R S Rana))

Gold up Rs 120 on low level buying, firm global cues

New Delhi, Jun 27. Snapping a three-day falling trend, gold prices today recovered by Rs 120 to Rs 26,800 per 10 grams in the national capital on buying at existing lower levels amid a rebound in global markets. However, silver held steady at Rs 40,500 per kg in restricted buying from industrial units. Traders said emergence of buying by stockists and retailers at prevailing lower levels mainly led a recovery move in gold. They said a firming global trend where precious metals rose for the first time in four days as investors weighed the Federal Reserve's stimulus plans also supported the uptrend. Gold in Singapore, which normally sets the price trend on the domestic front, rose by 1.5 per cent to USD 1,244.85 an ounce and silver by 1.8 per cent to USD 18.84 an ounce. On the domestic front, gold of 99.9 and 99.5 per cent purity rebounded by Rs 120 each to Rs 26,800 and Rs 26,600 per 10 grams, respectively, after losing Rs 960 in last three days. Sovereigns held steady at Rs 24,000 per piece of eight grams. On the other hand, silver ready ruled flat at Rs 40,500 per kg while weekly-based delivery shed Rs 20 to Rs 39,570 per kg on lack of buying support from speculators. Meanwhile, silver coins spurted by Rs 1000 to Rs 77,000 for buying and Rs 78,000 for selling of 100 pieces.

फल पकाने के लिए करें इथलीन गैस का इस्तेमाल

दैनिक भास्कर,नई दिल्ली.स्वास्थ्य मंत्री डॉ. अशोक कुमार वालिया ने फलों को पकाने के लिए कैल्शियम कार्बाइड की जगह इथलीन गैस के प्रयोग का सुझाव दिया है। मंगलवार को एक कार्यक्रम के दौरान उन्होंने कहा कि राजधानी में कैल्शियम कार्बाइड का प्रयोग प्रतिबंधित है। यदि कोई व्यक्ति इसके प्रयोग का दोषी पाया गया तो उसके खिलाफ कार्रवाई होगी। उन्होंने कहा कि मदर डेयरी समेत कई अन्य व्यावसायिक प्रतिष्ठानों में फल व सब्जियों को पकाने के लिए इथलीन गैस ...,

सिर्फ निजी कंपनियां

सिर्फ निजी कंपनियां ही नहीं, सरकारी क्षेत्र की सफल जैसी कंपनियां भी मंडी से खरीदारी करती हैं. हालांकि मदर डेयरी-सफल के बिजनेस हेड (हॉर्टिकल्चर) प्रदीप्त कुमार साहू कहते हैं, ''हम 80 फीसदी माल किसानों से खरीदते हैं. 25 साल के संघर्ष के बाद हम कामयाबी की ओर हैं, जबकि निजी कंपनियां अभी संघर्षरत हैं.'' वे कहते हैं, ''निजी कंपनियां मंडी से माल खरीदकर सफल नहीं हो सकतीं.'' लेकिन जिस तरह रिलांयस, बिग बाजार जैसी कंपनियां मंडी का ही रेट किसानों को देती हैं, सफल भी उसी राह पर है. सफल के प्रतिनिधि रोजाना मंडी का भाव पता करते हैं और उसमें से मंडी कर को घटाकर माल खरीदने के दूसरे दिन किसानों के बैंक खाते में पैसा ट्रांसफर कर दिया जाता है.

राष्ट्रीय पहचान बनाने को तैयार मदर डेयरी

मदर डेयरी ने लगभग चार साल पहले मुंबई के बाजार में प्रवेश किया था और अब वह इस साल शीर्ष तीन आइसक्रीम कंपनियों की सूची में शुमार होने के लिए तैयार है। मुंबई बाजार में सफलता के बाद नैशनल डेयरी डेवलपमेंट बोर्ड (एनडीडीबी) की सहायक कंपनी अब राष्ट्रीय तौर पर विस्तार की राह पर तेजी से बढ़ रही है। मदर डेयरी में डेयरी उत्पाद व्यवसाय के प्रमुख सुभाशिष बसु का कहना है कि पूरे देश में अपनी आइस क्रीम परोसे जाने का विश्वास पूर्ववर्ती वर्ष के दौरान प्रत्यक्ष तौर पर स्पष्टï हुआ जब पूरे देश में टेस्ट मार्केटिंग में अच्छे परिणाम दिखने शुरू हुए। तीन वर्ष के अंतराल के बाद पूरे देश में लोगों तक पहुंच बनाने के लिए कंपनी ने सिर्फ दो टेलीविजन कमर्शियल शुरू किए हैं। कंपनी देश में शीर्ष 25 शहरों की जरूरतें पूरी करने की योजना बना रही है जिनका योगदान देश के 1800 करोड़ रुपये के आइसक्रीम बाजार में लगभग 80 फीसदी का है। उनका कहना है, 'हम नई दिल्ली में दिग्गज हैं, लेकिन यह ऐसा समय है जब हम राष्ट्रीय तौर पर लोगों पर ध्यान दे रहे हैं। इस नए कमर्शियल के साथ आगे बढऩे का वास्तविक दृष्टिïकोण अपने राष्टï्रीय विस्तार की प्रतिबद्घता को दोहराना है। हमारी आइसक्रीम शुद्घ हैं और कोई फ्लेवर्ड वस्तु इसमें शामिल नहीं है। यही वजह है कि हमारा अभियान भी 'रियल गुड' के तौर पर मूल थीम से संबद्घ है। बासु का मानना है कि राष्ट्रीय तौर पर विस्तार के बाद उनका वर्टिकल अगले चार-पांच वर्षों में 900 करोड़ रुपये का राजस्व दर्ज करेगा। मदर डेयरी में महा प्रबंधक (विपणन) मुनीश सोनी कहते हैं कि डेयरी उत्पाद व्यवसाय में आइसक्रीम का योगदान मौजूदा समय में लगभग 275 करोड़ रुपये का है और इसे 25 फीसदी की दर से बढ़ाए जाने का लक्ष्य है। अपनी आइसक्रीम के लिए उपभोक्ताओं तक पहुंच बनाने के लिए मदर डेयरी मुख्य तौर पर एफएमसीजी वितरण मॉडल पर अमल करती है। बासु ने कहा, 'हम पारंपरिक रिटेल, अपनी स्वयं की गाडिय़ों, श्रेष्ठï लोकेशनों पर अपने स्वयं के विशेष बूथ और कियोस्क के इस्तेमाल के जरिये खपत बढ़ाए जाने के लिए अपनी ब्रांड पहुंच बढ़ाएंगे। इस साल हम सभी क्षेत्रों में बिक्री बढ़ाने के लिए रिटेल और वेंडिंग दोनों में परिसंपत्ति नियोजन पर भी अधिक ध्यान दे रहे हैं और उपभोक्ताओं के बड़े वर्ग तक पहुंच बनाने के लिए प्रयासरत हैं।' कंपनी के लिए एक प्रमुख चुनौती देश में विभिन्न राज्यों में स्थानीय कंपनियों से मुकाबला करने को लेकर होगी। उदाहरण के लिए, गुजरात और नई दिल्ली का सामूहिक तौर पर देश के 1800 करोड़ रुपये के आइसक्रीम बाजार में लगभग एक-तिहाई का योगदान है और गुजरात में वाडीलाल प्रमुख कंपनियों में से एक है। मुंबई में वाडीलाल, अमूल और क्वालिटी वाल्स प्रमुख दौड़ में शामिल हैं और मदर डेयरी भी जल्द इस क्लब में शामिल होने के लिए तैयार है।

आम प्रेमी ऐसे फलों से रहें सावधान!

लों का राजा माने जाने वाले आम का मौसम निकट आ गया है. इसके मद्देनज़र सलाह दी गई है कि इस फल के प्रेमी प्राकृतिक रूप से पकाए गई आम की अल्फांसो किस्म की पहचान करने के लिए उसकी विशिष्ट सुगंध और सिकुडन रहित छिलके पर ध्यान दें. पुणे स्थित राष्ट्रीय रासायनिक प्रयोगशाला के ‘फूड केमिस्ट्री जरनल’ में प्रकाशित शोध लेख के अनुसार सिंधुदुर्ग जिले के देवगढ तालुक में पाए जाने वाले अल्फांसो आम को उसकी प्राकृतिक सुगंध से पहचाना जा सकता है. कृत्रिम रूप से पकाए गए आम में यह सुगंध नहीं होती. देवगढ़ तालुक आम उत्पादक सहकारी सोसाइटी के निदेशक एवं अध्यक्ष अजित गोगाटे ने कहा, ‘‘रासायनिक तत्व का इस्तेमाल करके पकाए गए आमों में इस प्रकार की सुगंध नहीं होती. इसे सूंघने के लिए आपको आम को अपनी नाक से जोर से दबाना होगा.’’ कृत्रिम रूप से पकाए गए आम में सुगंध नहीं होती महाराष्ट्र में खाद्य एवं औषधि प्रशासन (एफडीए) ने पिछले कुछ समय में ऐसे व्यापारियों के यहां छापे मारे हैं जिन्होंने प्रतिबंधित रासायनिक तत्व कैल्शियम कार्बाइड का इस्तेमाल करके कृत्रिम रूप से आम को पकाया था. यह रासायनिक तत्व स्वास्थ्य के लिए हानिकारक होता है. प्राकृतिक रूप से पके आम का छिलका पतला और कोमल होता है जबकि कृत्रिम ढंग से पके आम का छिलका पीला और कठोर होता है. रासायनिक रूप से पके आम का रंग एक सा होता है. इसके विपरीत प्राकृतिक रूप से पके आम में पीले और हरे रंगों का मिश्रण होता है. आम का छिलका सिकुड़ा हुआ न हो गोगाटे ने कहा, ‘‘आम का छिलका सिकुड़ा हुआ नहीं लगना चाहिए. कई लोगों का मानना है कि यदि आम का छिलका सिकुड़ा हुआ हो तो वह अच्छा होता है. लेकिन सच्चाई यह है कि ऐसा तभी होता है जब आम जरूरत से ज्यादा पका हो. यदि आम का छिलका सिकुड़ा हुआ है और फिर भी उसका रंग हरा है तो उसे न खरीदें. इसका मतलब है कि उसे बिना पके ही तोड़ा गया है.’’ उन्होंने बताया कि 700 किसानों की 25 वर्ष पुरानी सहकारी सोसाइटी अल्फांसो को अपने सदस्यों के बागों से उपभोक्ताओं तक पहुंचाने के लिए ई-कॉमर्स का सहारा लेने जा रही है और इसके लिए वेबसाइट पर ऑर्डर दिए जाएंगे.

मंडी में बिखरा है घंटों में फल पकाने का जहर, चेयरमैन बोले- हमें तो दिखा नहीं

कोटा। फलों को जल्दी पकाने के लिए धड़ल्ले से काम में ली जा रही केल्शियम कार्बाइड पर को रोकने की कार्रवाई तो हो नहीं रही, ऊपर से बचने के लिए जिम्मेदार अधिकारी और नेता साफ झूठ भी बोल रहे हैं। मंडी परिसर के अंदर ही दुकानों के सामने केल्शियम कार्बाइड की खाली और भरी पुड़िया फैली पड़ी हैं। और, जिम्मेदार कह रहे हैं कि उन्हें कहीं कार्बाइड दिखा ही नहीं। पिछले दिनों एरोड्रम सर्किल के पास फल विक्रेता की दुकान के सामने ड्रम में हुए विस्फोट के बाद भी न तो किसी ने जिम्मेदारी ली और न कोई कार्रवाई हुई। केवल नोटिस देकर ही इतिश्री कर ली गई। शुक्रवार को भास्कर के फोटो जर्नलिस्ट मंडी परिसर में पहुंचे तो चारों तरफ केल्शियम कार्बाइड की खाली और भरी पुड़िया फैली हुई थी। पास ही ट्रकों से खाली कर पपीतों को गोदामों में भरा जा रहा था। इस बार में जब मंडी समिति चेयरमैन लटूरलाल से पूछा तो वे बोले कि बाहर के गोदामों में ही कार्बाइड से फल पकाए जाते हैं, अंदर कौन डाल जाता है, ये उन्हें नहीं पता। सचिव कहते हैं कि उन्हें कार्रवाई का अधिकार ही नहीं है। स्वास्थ्य विभाग के फूड इंस्पेक्टर की लापरवाही तो इनसे भी ऊपर है। वे कहते हैं कि 15 दिन पहले ही जांच की थी, कहीं भी केल्शियम कार्बाइड नहीं मिला। मंडी समिति ने केवल व्यापारियों को कार्बाइड प्रतिबंधित होने के नोटिस देकर इतिश्री कर ली। कानून सख्त, पालना नहीं स्वास्थ्य मंत्रालय की ओर से फूड सेफ्टी कमिश्नर्स को लिखा जा चुका है कि प्रिवेंशन ऑफ फूड अडल्ट्रेशन रूल्स, 1955 के नियम 44 एए के मुताबिक फलों को पकाने के लिए कार्बाइड का उपयोग गैर-कानूनी है। कैल्शियम कार्बाइड में कैंसर-कारी पदार्थ हैं। इसके अलावा त्वचा, किडनी, लीवर और पाचन तंत्र संबंधी बीमारियों को भी आमंत्रित करता है। फूड सेफ्टी एंड स्टैंडर्डस एक्ट में भी यह बैन है। व्यापारी भी दबी जुबान में मानते हैं पर अधिकारी नहीं फूड इंस्पेक्टरों को कार्बाइड से फल पकाने की प्रक्रिया नजर नहीं आती, सीएमएचओ को भी इसी तरह की रिपोर्ट दी। सच्चई : भास्कर को कुछ व्यापारियों ने ही बताया कि फुटकर विक्रेता ऐसा कर रहे हैं। हालांकि ऐसे फलों की बड़ी खेप बाहर से ही आती है। कैल्शियम कार्बाइड से फल पकाने के कोई सबूत नहीं मिले। केवल गोदामों का निरीक्षण किया गया, जहां ऐसा नहीं मिला। कानून : फूड सेफ्टी एंड स्टैंडर्ड एक्ट 2006 के सेक्शन 58 में कार्बाइड पर सीधे कार्रवाई की जा सकती है। मौके से फल पकाने के काम लिए जा रहे कार्बाइड की बरामदगी शो कर कार्रवाई संभव है। जिसके तहत फर्द रिपोर्ट बनाकर गवाह बनाते हुए कोर्ट में इस्तगासा भी लगाया जा सकता है। इन्हीं फूड इंस्पेक्टर्स की ओर से गुटखे वाले मामले में इसी तरह कार्रवाई की जा चुकी है, जिसके लिए फूड सेफ्टी कमिश्नर ने ही आदेश जारी किए थे। क्या पता, कौन डाल जाता है ॥कार्बाइड से बाहर के गोदामों में ही फल पकाए जा रहे हैं, मंडी तो प्रतिबंधित हैं। अंदर कौन इसकी पुड़िया डाल जाता है, कैसे पता लगेगा। -लटूरलाल, थोक फल सब्जी मंडी समिति अध्यक्ष कार्रवाई का अधिकार नहीं ॥समिति को केल्शियम कार्बाइड के खिलाफ कार्रवाई का अधिकार ही नहीं है। प्रतिबंध की जानकारी व्यापारियों को दे दी गई है। -एमएल जाटव, मंडी समिति सचिव कहीं नहीं मिला कार्बाइड ॥15 दिन पहले गोदामों की जांच की गई थी। कहीं भी कैल्शियम कार्बाइड से फल पकाना नहीं पाया गया था। अब यदि कोई शिकायत मिलेगी तो विभाग की ओर से कार्रवाई की जाएगी। - चौथमल शर्मा, खाद्य सुरक्षा अधिकारी अब बील भी जहर बन जाएगा? मरीजों के लिए सबसे मुफीद माने जाने वाले केला व पपीता इसी तरह पकाकर बेचे जाते हैं, जबकि कैंसर व अन्य घातक बीमारियों के इलाज से पहले व बाद में मरीजों को ऐसे फल खाने की सख्त मनाही है। हैरानी तो यह है कि अब तो आसानी से उपलब्ध अमृत फल बेल भी इस तरह बिक रहा है। कार्बाइड के कारण उस पर लाल रंग का निशान साफ नजर आ रहा है। ठेले वालों ने बताया कि मंडी से लाए बोरों में कार्बाइड की पुड़िया निकलती हैं।

मदर डेयरी ने सस्ते फलों से मचाया धमाल

सरकारी संगठन मदर डेयरी ने फलों के दामों में जबर्दस्त कटौती की है। दिल्ली और एनसीआर क्षेत्र में कंपनी ने अपने फलों के दाम काफी घटाए हैं। मदर डेयरी फ्रूट ऐंड वेजीटेव्ल प्राइवेट लिमिटेड की इकाई सफल ने इसके लिए एक नई स्कीम धम धमाधम शुरू की है। इसके तहत कई तरह के फल सस्ते दामों में उपलब्ध कराए गए हैं। यह स्कीम 21 से 23 मई तक चलेगी। कंपनी के हॉर्टिक्ल डिविजन के हेड प्रदीप्ता साहू ने बताया कि हम ग्राहकों को सस्ते दामों में ताजा फल और सब्जियां उपलब्ध कर रहा हैं। इसके तहत हम पांच रुपए प्रति किलो तक ताजा फल बेच रहे हैं। मदर डेयरी प्राकृतिक तरीकों से फलों को पकाता है और वे कार्बाइड से मुक्त हैं। मदर डेयरी तरबूजे-खरबूजे पांच रुपए किलो तथा आम 31 रुपए प्रति किलो के भाव बेच रही है।

Gold hits 1-month low; skids below Rs 27k level on global cues

Gold prices today plunged to one- month low by losing Rs 620 to Rs 26,680 per 10 grams on hectic selling by stockists, triggered by a steep fall in the precious metal's prices overseas. The current fall in the yellow metal prices placed it to a level last seen on May 28. Silver followed suit and plunged by Rs 1,000 to Rs 40,500 per kg on poor offtake by industrial units and coin makers. Traders said selling pressure gathered momentum after gold plunged to a 33-month low in overseas markets as weak US economic data strengthening the case for reduced stimulus from the Federal Reserve as the dollar climbed. Silver sank to its lowest level since August, 2010. Gold in Singapore, which normally sets the price trend on the domestic front, dropped by 2.6 per cent to USD 1,244 an ounce, the lowest level since September 13, 2010 and silver retreated 4.5 per cent to USD 18.76 an ounce. On the domestic front, gold of 99.9 and 99.5 per cent purity suffered a setback of Rs 620 each to Rs 26,680 and Rs 26,480 per 10 grams, respectively, a level last seen on May 28. Gold drops to 34-mth low as precious metals slide on Fed view

London, June 26. Gold today plunged to a 34-month low, its record quarterly drop as improving US economic data strengthened the case for the Federal Reserve to reduce stimulus. Gold fell 4.2 per cent to USD 1,224.18 an ounce, the lowest since August 24, 2010 and silver slid 6.1 per cent to USD 18.45 an ounce, the lowest since August 2010. Gold dropped 23 per cent this quarter, heading for its biggest loss since 1920. Fed Chairman Ben S Bernanke said last week the central bank may slow its asset-purchase program this year if the economy continues to improve. US durable-goods orders rose more than expected, home sales advanced to the highest in almost five years and consumer confidence climbed, data showed yesterday. About USD 60 billion was wiped from the value of precious metals exchange-traded product holdings this year as some investors lost faith in them as a store of value and speculation grew that the Fed will taper debt-buying that helped gold cap a 12-year bull run last year. A lack of accelerating inflation and mounting concern about the strength of the global economy is hurting silver and palladium, which are used more than gold in industry. Gold entered a bear market in April, extending the retreat from its all-time high of USD 1,921.15 in September 2011. Analysts from Morgan Stanley to Credit Suisse Group and Goldman Sachs trimmed gold forecasts this week, with Morgan Stanley saying that waning investor interest has turned more serious amid a clearer outlook for when the Fed may withdraw stimulus. Silver is 34 per cent lower this quarter, set for the biggest such drop since the start of 1980. It’s the worst performer this year on the Standard and Poor GSCI gauge of 24 commodities. The index is down 5.8 per cent this year, partly on concern that growth may slow in China. Assets in the SPDR Gold Trust, the largest bullion-backed ETP, fell 16.2 tonnes to 969.5 tonnes yesterday, the lowest since February 2009. Global holdings are at their lowest since June 2010.

इंदौर के क्षेत्रीय एक्सचेंज नैशनल बोर्ड ऑफ ट्रेड (एनबोट) के कारोबार में पिछले पांच वर्षों के दौरान भारी गिरावट आई है। इसकी वजह एक्सचेंज के सदस्यों में तकनीकी रूप से सुसज्जित राष्ट्रीय एक्सचेंजों से जुडऩे की प्रवृत्ति बढऩा है। इंदौर के इस एक्सचेंज पर सोयाबीन और रिफाइंड सोया तेल जैसे उत्पादों का वायदा कारोबार होता है। एक्सचेंज का मासिक कारोबार इस साल मई में घटकर महज 15.77 करोड़ रुपये पर आ गया है, जो पांच साल पहले 5,510.07 करोड़ रुपये और पिछले साल के इसी महीने में 1,779.14 करोड़ रुपये था। एनबोट के कारोबार में भारी गिरावट के लिए विशेषज्ञ कई वजहों को जिम्मेदार मानते हैं। एक्सचेंज ने अपने कर्मचारियों की संख्या घटाकर लगभग 'शून्यÓ कर दी है, जबकि एक दशक पहले इसके कर्मचारियों की तादाद 100 से ज्यादा थी। इसके सदस्य एनबोट को छोड़कर राष्ट्रीय एक्सचेंजों का रुख कर रहे हैं, जिससे एक्सचेंज में कारोबार घटता जा रहा है। एनबोट के चेयरमैन कैलाश शाहरा ने कहा, 'हमारे सदस्य एनबोट पर कारोबार करने के इच्छुक नहीं हैं, इसलिए वे राष्ट्रीय एक्सचेंजों में जा रहे हैं। हमने अपने स्तर पर उन्हें रोकने की खूब कोशिश की, लेकिन सफल नहीं हो सके। इससे ज्यादा हम क्या कर सकते हैं।Ó वर्ष 1999 में इस एक्सचेंज की स्थापना हुई थी। उस समय यह रिफाइंड सोया तेल, सोयाबीन और सरसों का बेंचमार्क एक्सचेंज था और उद्योग के लिए रेफरेंस कीमत तय करता था। खुद को राष्ट्रीय एक्सचेंज में तब्दील करने के लिए जिंस डेरिवेटिव बाजार नियामक वायदा बाजार आयोग (एफएमसी) के पास आवेदन करने वाला यह पहला एक्सचेंज था। यह आवेदन मल्टी कमोडिटी एक्सचेंज (एमसीएक्स), नैशनल कमोडिटी ऐंड डेरिवेटिव्ज एक्सचेंज (एनसीडीईएक्स) और नैशनल मल्टी कमोडिटी एक्सचेंज (एनएमसीई) जैसे राष्ट्रीय एक्सचेंजों के 2003 में वजूद में आने से पहले किया गया था। इन तीन राष्ट्रीय एक्सचेंजों के शुरू होने से तकनीक ने भारत में वायदा कारोबार की परिभाषा ही बदल दी है। जहां एनबोट में कारोबारियों को आवाज लगाकर खुली बोली लगाने के लिए ट्रेडिंग वेल में खुद उपस्थिति होना पड़ता था, वहीं राष्ट्रीय एक्सचेंजों में ऑनलाइन कारोबार की सुविधा होने से देश के किसी भी हिस्से से कारोबार किया जा सकता था और इसके लिए खुद हाजिर होने की जरूरत नहीं थी। आवाज देकर खुली बोली लगाने में कारोबार के आंकड़ों की प्रामाणिकता संदेहास्पद होती थी, जबकि ऑनलाइन कारोबार में यह यह मसला आड़े नहीं आता है। हालांकि कारोबारी तरीके के पुनर्गठन और खुली बोली के बजाय ऑनलाइन प्रक्रिया अपनाने के लिए एनबोट के बोर्ड की कई बार बैठकें हुईं। इसके लिए एक प्रस्ताव एफएमसी के पास भी भेजा गया था, लेकिन बोर्ड सदस्यों में मतभेद की वजह से कुछ सकारात्मक नतीजा नहीं निकल सका। एफएमसी ने एक्सचेंज से कहा कि वह उसके द्वारा निर्धारित शेयरधारिता की शर्तों को पूरा करे और उसके बाद राष्ट्रीय स्तर के ऑनलाइन एक्सचेंज में बदलाव के लिए नए सिरे से आवेदन करे। लेकिन एक्सचेंज के सदस्यों में सहमति नहीं बन सकी। नतीजतन कारोबारियों ने राष्ट्रीय स्तर के एक्सचेंजों में जाना शुरू कर दिया। एक दशक पहले एनबोट के सदस्यों की संख्या 500 से ज्यादा थी, जो घटकर मुश्किल से 50 रह गई है। ये सदस्य एनबोट में कारोबार करने के इच्छुक ही नहीं हैं। एक दिग्गज सोयाबीन कारोबारी ने कहा, 'एक बार हमने तकनीक में सुधार की योजना बनाई थी, लेकिन हमारे सदस्यों के सहयोग के अभाव में यह फलीभूत नहीं हो पाई। (BS Hindi)

नारियल निर्यात 26 फीसदी बढ़ा

नारियल और इससे जुड़े उत्पादों के निर्यात से होने वाली आमदनी 2012-13 में 1,050 करोड़ रुपये के रिकॉर्ड स्तर पर पहुंच गई है। भारतीय नारियल निर्यात के इतिहास में ऐसा पहली बार हुआ है। नारियल उत्पादों में इसके रेशे और इससे बने उत्पाद शामिल नहीं हैं। नारियल विकास बोर्ड (सीडीबी) के मुताबिक कुल निर्यात में पिछले साल की तुलना में मूल्यानुसार 26 फीसदी और मात्रा के लिहाज से 32 फीसदी बढ़ोतरी रही है। देश से 550 करोड़ रुपये कीमत के 58,000 टन एक्टिवेटेड कार्बन का निर्यात हुआ, जिसका कुल निर्यात आमदनी में 50 फीसदी से ज्यादा योगदान रहा है। अच्छी गुणवत्ता के शेल आधारित एक्टिवेटेड कार्बन की वैश्विक बाजारों मुख्य रूप से उत्तरी अमेरिका, दक्षिण अमेरिका, पूर्वी यूरोप, दक्षिण-पूर्व एशिया और पश्चिम एशिया में भारी मांग है। आर्थिक सुधार और कारोबार में बढ़ोतरी को देखते हुए भारत अमेरिकी देशों के साथ ज्यादा कारोबार कर रहा है। कोकोनट शेल आधारित एक्टिवेटेड कार्बन केंद्र सरकार की फोकस उत्पाद योजना के तहत अधिसूचित है और इस पर 1 जनवरी 2013 से 2 फीसदी निर्यात प्रोत्साहन मिलने लगा है। (Bs Hindi)

बाजार में कपास महंगी होने से सीसीआई की बिक्री चमकी

ई-नीलामी में सीसीआई की दैनिक बिक्री पिछले शुक्रवार को कई गुना बढ़ी नई फसल नए सीजन में कपास की बुवाई पिछले साल से धीमी अभी तक देशभर में 28.13 लाख हैक्टेयर में बुवाई हो पाई पिछले साल समान अवधि में 31.38 लाख हैक्टेयर में बुवाई आंध्र प्रदेश, हरियाणा और महाराष्ट्र में बुवाई पिछड़ी लेकिन गुजरात, मध्य प्रदेश और कर्नाटक में बुवाई बेहतर घरेलू बाजार में कपास की कीमतों में आई तेजी के चलते कॉटन कॉरपोरेशन ऑफ इंडिया (सीसीआई) की कपास की मांग बढ़ गई है। कपास खरीदने वाले उद्योगों के लिए सीसीआई की कपास के दाम अनुकूल हो गए हैं। इसी वजह से सीसीआई की बिक्री बढ़ी है। 21 जून को सीसीआई ने खुले बाजार में 43,800 गांठ (एक गांठ-170 किलो) कपास 40,600 से 40,700 रुपये प्रति कैंडी (एक कैंडी-356 किलो) की दर पर बेची। सीसीआई ई-नीलामी के जरिये कपास की बिक्री कर रही है। विश्व बाजार में कपास के दाम बढऩे के कारण घरेलू बाजार में भाव बढ़े हैं। सीसीआई के एक वरिष्ठ अधिकारी ने बिजनेस भास्कर को बताया कि निगम ने कपास की बिक्री पहले की तुलना में बढ़ा दी है। 21 जून को सीसीआई ने 43,800 गांठ कपास की बिक्री की, जो इसके पिछले कारोबारी दिवस की 13,200 गांठ से कई गुना ज्यादा है। उन्होंने बताया कि चालू कपास सीजन में सीसीआई अभी तक करीब 6 लाख गांठ कपास की बिक्री खुले बाजार में ई-नीलामी के माध्यम से कर चुकी है। निगम ने चालू सीजन में 23 लाख गांठ कपास की खरीद न्यूनतम समर्थन मूल्य (एमएसपी) पर की थी। इस समय निगम के पास लगभग 17 लाख गांठ कपास का स्टॉक बचा हुआ है। नॉर्थ इंडिया कॉटन एसोसिएशन के अध्यक्ष राकेश राठी ने बताया कि विश्व बाजार में दाम बढऩे से घरेलू बाजार में कपास की कीमतों में तेजी आई है। घरेलू बाजार में सप्ताहभर में ही कपास की कीमतों में 8.8 फीसदी की तेजी आ चुकी है। अहमदाबाद में शंकर-6 किस्म की कपास का भाव बढ़कर सोमवार को 41,500 से 41,700 रुपये प्रति कैंडी हो गया जबकि 18 जून को इसका भाव 38,000 से 38,300 रुपये प्रति कैंडी था। कृषि मंत्रालय द्वारा जारी बुवाई आंकड़ों के अनुसार चालू खरीफ में कपास की बुवाई पिछले साल से पिछड़ रही है। चालू खरीफ में अभी तक देशभर में 28.13 लाख हैक्टेयर में ही कपास की बुवाई हो पाई है जबकि पिछले साल की समान अवधि में इसकी बुवाई 31.38 लाख हैक्टेयर में हो चुकी थी। आंध्र प्रदेश, हरियाणा और महाराष्ट्र में बुवाई पिछले साल की तुलना में कम हुई है जबकि गुजरात, मध्य प्रदेश और कर्नाटक में बुवाई पिछले साल की तुलना में बढ़ी है। आंध्र प्रदेश में चालू खरीफ में केवल 3.53 लाख हैक्टेयर में ही कपास की बुवाई हुई है जबकि पिछले साल इस समय तक 6.53 लाख हैक्टेयर में बुवाई हो चुकी थी। इसी तरह से महाराष्ट्र में पिछले साल के 5.46 लाख हैक्टेयर से घटकर 3.14 लाख हैक्टेयर में और हरियाणा में 5.15 लाख हैक्टेयर से घटकर 4.86 लाख हैक्टेयर में ही हो पाई है। कपास के प्रमुख उत्पादक राज्य गुजरात में बुवाई पिछले साल के 3.83 लाख हैक्टेयर से बढ़कर 5.02 लाख हैक्टेयर में हो चुकी है। (Business Bhaskar.....R S Rana )

भारतीय सप्लाई की बदौलत वैश्विक खाद्य मंहगाई थमी

गेहूं व चावल की ज्यादा सप्लाई से भारत बना बड़ा खिलाड़ी : पवार भारत से चावल और गेहूं जैसी खाद्य वस्तुओं का ज्यादा निर्यात होने से विश्व बाजार में महंगाई पर रोक लगाने में मदद मिल रही है। केंद्रीय कृषि मंत्री शरद पवार ने कहा है कि विश्व बाजार में भारत खाद्यान्न निर्यात के मामले में बड़ा खिलाड़ी बनकर उभरा है। यहां 16वीं इंडियन कोऑपरेटिव कांग्रेस में पवार ने कहा कि दुनिया की 17 फीसदी आबादी की खाद्यान्न जरूरत पूरी करने के बाद भी भारत विश्व बाजार में बड़ा खिलाड़ी बनकर उभरा है। भारतीय सप्लाई से विश्व बाजार में तेजी पर अंकुश लगाने में मदद मिल रही है। पवार ने कहा कि पिछले साल भारत से 1.87 लाख करोड़ रुपये मूल्य के कृषि उत्पादों का निर्यात किया गया। जबकि इस साल फरवरी तक 2.1 लाख करोड़ रुपये का निर्यात हो चुका है। मंत्री ने कहा कि देश में पिछले कुछ वर्षों से लगातार अनाज का रिकॉर्ड उत्पादन हो रहा है। कृषि एकमात्र ऐसा सेक्टर है, जिसमें 11वीं योजना की लक्षित 4 फीसदी विकास दर हासिल की गई है। कृषि क्षेत्र की विकास दर काफी अच्छी रही है क्योंकि प्राइमरी कोऑपरेटिव सोसायटी कृषि उपज की सप्लाई संभाल रही है। सोसायटी क्रेडिट, स्टोरेज और मार्केटिंग गतिविधियों में भी अहम भूमिका निभा रही हैं। पवार के अनुसार पिछले किसी भी समय के मुकाबले मौजूदा दौर में कोऑपरेटिव सोसायटी ज्यादा प्रासंगिक हैं क्योंकि समग्र विकास में इनकी भूमिका सबसे महत्वपूर्ण है। इनके जरिये रोजगार पैदा हो रहे हैं और कृषि क्षेत्र में करोड़ों लोगों को भरोसेमंद आजीविका मिल रही है। कोऑपरेटिव सेक्टर में क्षमता है कि वह लोगों का शहरों से गावों की ओर वापस भेज सकती है। पवार ने कहा कि शॉर्ट टर्म और लांग टर्म कोऑपरेटिव क्रेडिट सेक्टर और अर्बन कोऑपरेटिव बैंकिंग सेक्टर वित्तीय समावेश को बढ़ावा देने की क्षमता है। ग्रामीण और अर्ध शहरी क्षेत्रों में समग्र विकास के लिए वित्तीय समावेश जरूरी है।(Business Bhaskar)

Wheat procurement lower by one-third so far this mkt yr

New Delhi, June 26. Wheat procurement has declined by 33 per cent to 25.08 million tonnes so far in the 2013-14 marketing year starting April mainly due to lower arrival of wheat in the mandies with aggressive buying by private traders. Food Corporation of India (FCI), the nodal agency for procurement and distribution of foodgrains, and state agencies had procured 37.35 million tonnes in the year-ago period. Although wheat marketing year runs from April to March, the entire procurement exercise generally gets over by June. The lower procurement than targeted could, however, address the storage problems being faced by the government. According to the FCI data, the arrival of wheat in mandies have dropped by 28.23 per cent so far in 2013-14 at 29.16 million tonnes as compared to 40.63 million tonnes in the year-ago period. An FCI official attributed the lower arrival of wheat to the aggressive buying by private traders at a higher price than the government's minimum support price (MSP) of Rs 1,350 per quintal. The farmers are getting better rates from traders in the range of Rs 1,500-1,600 per tonne, the official said. "The procurement process is almost complete and it is unlikely that the total figure would cross 26 million tonnes in 2013-14 marketing year," he added. FCI and state agencies had procured a record 38.14 million tonnes in the entire 2012-13 marketing year. According to the third advance estimate of Agriculture Ministry, wheat production is projected to decline to 93.62 million tonnes in 2012-13 crop year as against record 94.88 million tonnes in the previous year. At the beginning of the marketing year, the food ministry had set a procurement target of 44 million tonnes, which was later scaled down to 33 million tonnes, with now even that looking difficult to achieve. As per the data, the maximum fall in the procurement this season has been registered in Uttar Pradesh, where so far government has procured 6,82,433 tonnes of wheat against 4.8 million tonnes in the corresponding period of previous year. Punjab and Haryana, the major wheat growing and procuring states, have also witnessed dip in procurement. So far, 10.88 million tonnes of wheat has been procured in Punjab and 5.87 million tonnes in Haryana as against 12.82 million tonnes and 8.66 million tonnes, respectively, during the last season.

जल्दी मानसून आने से लबालब हो जाएंगे खाद्यान्न भंडार

आर एस राणा नई दिल्ली | Jun 24, 2013, 03:33AM IST एक माह पहले मानसून पूरे देश में सक्रिय होने से हर किसी को राहत खुशहाली की बारिश जल्दी बारिश से खरीफ फसलों की बुवाई में तेजी देश में चावल, दलहन व तिलहन का उत्पादन सुधरेगा दलहन व तिलहन के आयात पर निर्भरता होगी कम जल्दी बारिश से किसानों की उत्पादन लागत में कमी आएगी इससे किसानों को अच्छी आमदनी होगी और खुशहाली होगी जल्दी उपज मंडियों में आने से खाद्य वस्तुओं की कीमत घटेगी इस साल दक्षिण-पश्चिम मानसून अपने निर्धारित समय से करीब एक माह पहले ही पूरे देश में सक्रिय हो गया है। भले ही उत्तराखंड और हिमाचल प्रदेश में अत्यधिक वर्षा जनित प्राकृतिक आपदाओं से भारी जान-माल का नुकसान हुआ हो लेकिन जल्दी मानसून सक्रिय होने से खरीफ सीजन की फसलों को खासा फायदा होने की उम्मीद बंधी है। इससे देश में खाद्यान्न भंडार भर जाएंगे और दलहन व खाद्य तेलों की सुलभता बढऩे से इनके आयात पर निर्भरता कम होगी। फसलों की बुवाई के लिए खेत तैयार करना किसानों के लिए जल्दी बारिश से किफायती हो गया है। फसलों की बुवाई के बाद भी सिंचाई के लिए किसानों को महंगा डीजल खर्च नहीं करना पड़ेगा। जल्दी मानसून आने से किसानों ने खरीफ फसलों की बुवाई भी जल्दी शुरू कर दी है। इससे उम्मीद है कि दलहनी और तिलहनी फसलों की बुवाई तेज होने से न सिर्फ इनकी पैदावार सुधरने की उम्मीद है, बल्कि ये फसलें जल्दी पककर कटाई के लिए तैयार हो जाएंगी। मंडियों में इनकी आवक भी जल्दी शुरू हो जाएगी। एक फायदा यह भी होगा कि अगले रबी सीजन की बुवाई के लिए भी खेत जल्दी खाली हो जाएंगे और खेतों में बेहतर नमी होने से रबी फसलों को भी इसका फायदा मिलने की संभावना है। चालू खरीफ में अभी तक 109.07 लाख हैक्टेयर में खरीफ फसलों की बुवाई हो चुकी है। दलहन और तिलहनों की बुवाई चालू खरीफ में बढ़ी है। भारतीय मौसम विभाग (आईएमडी) के अनुसार मानसून सामान्य रहने की संभावना है, ऐसे में खरीफ में खाद्यान्न की पैदावार बढऩे का अनुमान है। कृषि मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि देश के अधिकांश भाग में जून महीने में हुई मानसूनी वर्षा से खरीफ फसलों की बुवाई में तेजी आई है। खासकर के दलहन और तिलहनों की बुवाई चालू खरीफ में पिछले साल की तुलना में बढ़ रही है जो एक अच्छा संकेत है। उन्होंने बताया कि घरेलू आवश्यकता की पूर्ति के हमें हर साल कुल खपत के करीब 50 फीसदी खाद्य तेलों का आयात करना पड़ता है, जबकि दालों का भी सालाना करीब 30 से 35 लाख टन (करीब 15-17 फीसदी) आयात करना पड़ता है। ऐसे में अगर दलहन और तिलहनों की बुवाई बढ़ेगी तो आयात पर निर्भरता में कुछ कमी आएगी। उन्होंने बताया कि भारतीय मौसम विभाग ने चालू खरीफ में देश में सामान्य मानसून रहने की भविष्यवाणी की है तथा अगर मानसूनी वर्षा अच्छी हुई तो चालू खरीफ में खाद्यान्न उत्पादन वर्ष 2012-13 के 12.82 करोड़ टन से भी ज्यादा होने का अनुमान है। पिछले साल इस समय तक दालों की बुवाई शुरू नहीं हो पाई थी जबकि चालू खरीफ में अभी तक 3.74 लाख हैक्टेयर में दलहन की बुवाई हो चुकी है। इसी तरह से तिलहनों की बुवाई चालू खरीफ में बढ़कर 8.13 लाख हैक्टेयर में हो चुकी है इसमें भी सबसे ज्यादा बुवाई मूंगफली की हुई है जिसमें तेल की मात्रा अन्य तिलहनों से ज्यादा होती है। कृषि मंत्रालय द्वारा जारी बुवाई आंकड़ों के अनुसार चालू खरीफ में अभी तक 109.07 लाख हैक्टेयर में बुवाई हो चुकी है जबकि पिछले साल की समान अवधि में 108.27 लाख हैक्टेयर में हुई थी। धान की रोपाई चालू खरीफ में अभी तक 16.40 लाख हैक्टेयर में हो चुकी है जबकि पिछले साल इस समय तक 16.29 लाख हैक्टेयर में हुई थी। इसी तरह से दालों की बुवाई चालू खरीफ में 3.74 लाख हैक्टेयर में हो चुकी है जबकि पिछले साल की समान अवधि में बुवाई शुरू भी नहीं हुई थी। तिलहनों की बुवाई चालू खरीफ में बढ़कर 8.13 लाख हैक्टेयर में हुई है जबकि पिछले साल की समान अवधि में तिलहनों की 3.19 लाख हैक्टेयर में ही बुवाई हुई थी। हालांकि महाराष्ट्र में सूखे से गन्ने के बुवाई क्षेत्रफल में कमी आई है जबकि महाराष्ट्र, हरियाणा और आंध्र प्रदेश में कपास की बुवाई कम हुई है। चालू खरीफ में गन्ने की बुवाई 44.55 लाख हैक्टेयर में ही हो पाई है जबकि पिछले साल 49.35 लाख हैक्टेयर में हुई थी। इसी तरह से कपास की बुवाई पिछले साल के 31.38 लाख हैक्टेयर से घटकर 28.13 लाख हैक्टेयर में ही हो पाई है। (Business Bhaskar....R S Rana)

Gold, silver tumble on stockists selling, global cues

New Delhi, Jun 24. Both the precious metals, gold and silver, today tumbled in the national capital on heavy selling by stockists, driven by a weak global trend. While gold tumbled by Rs 320 to Rs 27,320 per 10 grams, silver lost Rs 800 to Rs 41,500 per kg on reduced offtake by jewellers and industrial units. The sentiment turned bearish after gold fell in global markets on the prospect that reduced monetary stimulus from the US Federal Reserve may spur a stronger dollar and erode demand for a store of value. Gold in Singapore, which normally sets the price trend on the domestic front, fell by 1.4 per cent to USD 1,278.94 an ounce and silver by 2.8 per cent to USD 19.55 an ounce. In addition, sluggish demand due to off-marriage and festival season amid a weak trend at futures market where speculators offloaded their positions also dampened the sentiment. On the domestic front, gold of 99.9 and 99.5 per cent purity plunged by Rs 320 each to Rs 27,320 and Rs 27,120 per 10 grams, respectively. It had gained Rs 260 in the previous session. Sovereigns followed suit and shed Rs 50 to Rs 24,200 per piece of eight grams. In a similar fashion, silver ready dropped by Rs 800 to Rs 41,500 per kg and weekly-based delivery by Rs 700 to Rs 40,850 per kg. The white metal had gained Rs 600 in last trading session. However, silver coins held steady at Rs 78,000 for buying and Rs 79,000 for selling of 100 pieces in restricted buying.

Gold recovers from 2-week low; up Rs 260 on fresh buying

New Delhi, Jun 22. Gold prices today recovered from two-week low levels and surged Rs 260 to Rs 27,640 per 10 grams in the national capital today on brisk buying by stockists amid a firm global trend. Also, silver spurted by Rs 600 to Rs 42,300 per kg on revival of buying by industrial units and coin makers, following a steep fall in the previous session. The trading sentiment bolstered after the gold recovered in overseas markets from its lowest levels since September 2010 on speculation the slump may spur purchases. The prices had tumbled after Federal Reserve Chairman Ben S Bernanke said that the central bank may start curbing stimulus. Gold in New York, which normally sets the price trend on the domestic front here, rose 0.8 per cent to USD 1,295.60 and silver by 0.5 per cent to USD 19.80 an ounce. Besides, shifting of investor's fund from melting equities to bullion further supported the sentiment. In the national capital, the gold of 99.9 and 99.5 per cent purity shot up by Rs 260 each to Rs 27,640 and Rs 27,440 per 10 grams, respectively. Sovereigns gained Rs 50 to Rs 24,250 per piece of eight grams. Silver ready jumped up by Rs 600 to Rs 42,300 per kg and weekly-based delivery by Rs 500 to Rs 41,550 per kg. सौ लाख टन गेहूं की बिक्री को सरकार ने दी हरी झंडी

योजना - ओएमएसएस में 85 लाख टन गेहूं बल्क कंज्यूमर को मिलेगा सरकारी भंडार सरकारी गोदामों में 442.44 लाख टन गेहूं का स्टॉक इस साल केवल 250.80 लाख टन गेहूं की खरीद हुई इस साल देश में 936.2 लाख टन गेहूं उत्पादन का अनुमान पिछले साल हुआ था 948.8 लाख टन रिकॉर्ड उत्पादन पांच लाख टन चावल की बिक्री उपभोक्ता को होगी केंद्र सरकार खुले बाजार बिक्री योजना (ओएमएसएस) के तहत 100 लाख टन गेहूं बेचेगी। आर्थिक मामलों की मंत्रिमंडलीय समिति (सीसीईए) की शुक्रवार को हुई बैठक के बाद खाद्य राज्य मंत्री (स्वतंत्र प्रभार) प्रो. के वी थॉमस ने बताया कि केंद्रीय पूल से कुल 105 लाख टन खाद्यान्न की बिक्री की जाएगी। इसमें 100 लाख टन गेहूं और पांच लाख टन चावल होगा। सार्वजनिक कंपनियों के माध्यम से अतिरिक्त 20 लाख टन गेहूं के निर्यात का एजेंडा इस बैठक में शामिल नहीं था। उन्होंने बताया कि गेहूं की बिक्री केवल पंजाब और हरियाणा से ही की जाएगी तथा गेहूं खरीदने के लिए बल्क कंज्यूमर के लिए निविदा भरने का न्यूनतम दाम 1,500 रुपये प्रति क्विंटल होगा जबकि स्मॉल ट्रेडर्स को 3 से 9 टन गेहूं की बिक्री 1,500 रुपये प्रति क्विंटल की दर से की जाएगी। कुल आवंटित 100 लाख टन गेहूं में से 85 लाख टन गेहूं की बिक्री बल्क कंज्यूमर को और 15 लाख टन की बिक्री स्मॉल ट्रेडर्स को होगी। अभी तक ओएमएसएस के तहत गेहूं की बिक्री राज्यों के आधार पर भाव तय करके की जाती थी लेकिन इस बार इसकी बिक्री केवल पंजाब और हरियाणा से ही की जाएगी। परिवहन और अन्य खर्च स्वयं फ्लोर मिलर्स को वहन करने होंगे। इसके अलावा पांच लाख टन चावल की बिक्री रिटेल कंज्यूमर को 1,875 रुपये प्रति क्विंटल (परिवहन लागत अलग से) के आधार पर की जाएगी। सरकार ने खुले बाजार में गेहूं की कीमतों को नियंत्रित करने के लिए 100 लाख टन गेहूं का आवंटन ओएमएसएस में किया है। चालू सीजन में निर्यातकों की अच्छी मांग से गेहूं के दाम बढ़कर उत्पादक मंडियों में न्यूनतम समर्थन मूल्य (एमएसपी) से ज्यादा हो गए है। सूत्रों के अनुसार 105 लाख टन खाद्यान्न पर सरकार को करीब 5,491 रुपये की सब्सिडी का भार पड़ेगा। भारतीय खाद्य निगम (एफसीआई) के पास पहली जून को 442.44 लाख टन गेहूं का स्टॉक जमा था जबकि चालू रबी विपणन सीजन वर्ष 2013-14 में न्यूनतम समर्थन मूल्य (एमएसपी) पर केवल 250.80 लाख टन गेहूं की खरीद ही हो पाई है जो पिछले साल की समान अवधि के 370.44 लाख टन से 119.64 लाख टन कम है। चालू रबी विपणन सीजन में खाद्य मंत्रालय ने 440 लाख टन गेहूं की खरीद का लक्ष्य किया था। रबी विपणन सीजन 2012-13 में एफसीआई ने 381.48 लाख टन गेहूं की सरकारी खरीद की थी। कृषि मंत्रालय के तीसरे आरंभिक अनुमान के अनुसार चालू रबी में गेहूं का उत्पादन 936.2 लाख टन होने का अनुमान है जो वर्ष 2011-12 के रिकॉर्ड उत्पादन 948.8 लाख टन से कम है। हालांकि जानकारों का मानना है कि चालू रबी में गेहूं का उत्पादन कृषि मंत्रालय के अनुमान से काफी कम होने की आशंका है। (Business Bhaskar/ R S Rana)

सोना 28 हजार से नीचे लुढ़का

नई दिल्ली - घरेलू बाजार में सोने और चांदी की कीमतों में लगातार दूसरे दिन बड़ी गिरावट दर्ज की गई। दिल्ली सराफा बाजार में शुक्रवार को सोने की कीमतों में 620 रुपये की गिरावट आकर भाव 28 हजार से घटकर 27,380 रुपये प्रति दस ग्राम के स्तर पर आ गए। चांदी की कीमतों में शुक्रवार को 1,400 रुपये की गिरावट आकर भाव 41,700 रुपये प्रति किलो रह गए। गोयल ज्वैलर्स के प्रबंधक वी के गोयल ने बताया विश्व बाजार में सोने और चांदी के दाम घटने का असर घरेलू बाजार में पड़ रहा है। दिल्ली सराफा बाजार में पिछले दो दिनों में सोने की कीमतों में 1,020 रुपये प्रति दस ग्राम की गिरावट आ चुकी है जबकि इस दौरान चांदी की कीमतों में 2,900 रुपये प्रति किलो की गिरावट आई है। उन्होंने बताया कि घटे भाव में भी गहने निर्माताओं की मांग कमजोर बनी हुई है। अंतरराष्ट्रीय बाजार में नीचे भाव में निवेशकों की मांग बढऩे से शुक्रवार को सोने और चांदी की कीमतों में तेजी दर्ज की गई। (Business Bhaskar)

Bullion: Spot gold in the international market fell sharply about 7 percent in the last week and breached its’ two and an half year low as bullion lost its appeal as on alternative investment when the U.S. dollar gained after the Federal Reserve Chairman, Ben S. Bernanke said that the central bank may curb its stimulus of $85 billion in monthly bond purchases by this year end and halt bond buying program in mid 2014 as long as the U.S. economy performs in line with the central bank’s projection. Spot gold on Thursday slipped below $1300/ounce for the first time since September 2010. Further, Holdings of the SPDR Gold Trust, the biggest Exchange-Traded Product (ETP) fell to the lowest in almost three years. Holdings in the SPDR Gold Trust, the biggest exchange-traded product backed by bullion, fell to 995.35 tonnes as on June 20, 2013, down 22.34 per cent compared with 1281.22 tonnes June 20, 2012. However, MCX August Gold futures fell about 4 percent only in the last week as India’s rupee dropped against the U.S. dollar, which restricted sharp fall of gold in domestic bourses. India’s rupee broke recent low and reached near to psychological level at 60 per a dollar. ¬¬¬¬¬Price Movement in the Last week: MCX August gold prices opened the week at Rs 27,899/10 grams, initially traded slightly higher and found strong resistant at Rs 28,119/10 grams. Later, prices fell sharply from high and touched a low of Rs 26,727/10 grams. Currently trading at Rs 26,774/10 grams (June 21, Friday at 4.00 PM) with a huge loss of Rs 1105/10 grams as compared with previous week’s close. Outlook for this week: MCX August gold is expected to trade lower on account of sharp decline in investment demand in gold after Federal Reserve’s chairman Ben S. Bernanke’s comment about the reducing its stimulus package of $85 billion in monthly bond purchases. MCX August gold shall find supports at 26,200/25,750 levels and resistances at 27,450/27,800 levels. Spot gold has supports at 1240/1180 and resistances at 1335/1360 levels. Copper: MCX June Copper futures traded slightly lower in the last week as China’s manufacturing contracted more than expectation and euro-area manufacturing and services sectors shrink less than expectation in this month said HSBC holdings & Markit Economics. But manufacturing in U.S.’s Philadelphia region in June grew at the fastest pace in two years. Global manufacturing numbers indicate possibility of lower demand for base metals, by which base metals may continue in down trend. Price movement in the last week: MCX June Copper prices opened the week at Rs 408.25/kg and initially traded slightly higher and touched a high of Rs 412.70/kg. Later prices came under pressure and touched a low of Rs 401.85/kg. Currently trading at Rs 402.85/kg (June 21, Friday at 4.00 PM) with a loss of Rs 5.10/kg as compared with previous week’s close. Outlook for this week: MCX June Copper is expected to trade lower due to weak global market sentiments and unfavorable manufacturing data from China, is largest consumer of copper. Further, rise in dollar index against basket of 6 major currencies also negative for prices. MCX June Copper shall find a supports at 392/382 levels and resistances at 413/421.50 levels. Recommendation for this week: Sell MCX June Copper between 410-413, SL 422 and Target- 392/384. Energy: MCX July Crude oil futures traded slightly higher in the beginning of the last week as geo-political tensions in the Middle East escalate supply concerns. U.S. President Barack Obama was said to authorize arming Syrian rebels groups against the forces of Syrian President usage of Chemical weapon in civil war. Prices came under pressure in mid of the last after the Energy Information Administration (EIA) showed a 0.3 million barrel raise in crude inventory against the survey estimated 0.5 million barrel draw down. Further, U.S. jobless claims reported higher than the estimation and the U.S. leading indictors, a gauge of the outlook for the next three to six months increased 0.1 percent, which is lower than the estimation, also reduced demand prospects from the world’s largest oil consuming country. Price movement in the last week: MCX July crude oil prices opened the week at Rs 5690/bbl, initially traded higher and found strong resistant of Rs 5854/bbl. Later, prices came under pressure and currently trading at Rs 5684/bbl (June 21, Friday at 4.00 PM) with a nominal loss of Rs 8/bbl. Outlook for this week: MCX July crude oil is expected to trade slightly lower on expectation of slow global economic growth owing to unfavorable manufacturing data from China and higher unemployment in US, which may reduce the crude oil demand. MCX July crude oil shall find a support at 5570/5480 levels and resistance 5854/5925 levels Soybean: NCDEX July soybean futures traded slightly higher in the beginning of last week on account of sharp fall in Indian rupee against US dollar as soy meal exporter will get good return on soy meal exports. Indian rupee hit all time lows of 60 levels against a US dollar. However, in the later part of the last week, prices came under pressure on account of profit taking at higher levels. Additionally, soybean plantation started in major growing areas of soybean amid favorable weather also added bearish market sentiments. Sowing acreage under oilseeds may increase by 5-7% this year as compared to last year due to better returns on soybean as compared to other crops. As per the Ministry of Agriculture, oilseeds sowing are 1.57 lakh hectares against 1.56 lakh hectares last year. According to the 3rd advance estimates, Soybean output is pegged at 14.14 million tonnes. As per USDA’s net weekly export sales for soybeans came in at a sluggish 52,600 tonnes for the current marketing year and 108,500 for the next marketing year for a total of 161,100. For 3 consecutive weeks, export sales have failed to breach 100,000 tonnes. As of June 13th, cumulative sales stand at 101% of the USDA forecast versus a 5 year average of 98.5%. Net meal sales came in at 26,600 tonnes for the current marketing year; down sharply from week ago levels which maybe finally signaling a slowdown in demand. Cumulative meal sales stand at 98.9% of the USDA forecast for the current marketing year versus a 5 year average of 84.8%. Net oil sales came in at a measly 700 tonnes for the current marketing year and no sales were reported for the next market year. Cumulative oil sales stand at 88.5% of the USDA versus a 5 year average of 79%. Sales of 7,000 tonnes are needed each week to reach the USDA forecast. Outlook for this week: NCDEX July soybean is expected to trade lower on account of weak overseas market as favorable weather in US for soybean crop. Lower demand from China due to weaker Chinese economic activity is raising fears for a marked slow down in oilseeds import demand this year which is negative for prices. NCDEX July soybean shall find a support at 3800/3730 levels and resistance 3974/4030 levels. Recommendation for this week: Sell NCDEX July Soybean between 3960-3974, SL 4035, target- 3800/3730.

India''s MMTC gets lone bid below floor price in wheat export tender

NEW DELHI, June 21. - India''s state-run trader MMTCLtd received just a single bid at $265 per tonne,lower than its floor price, in its latest wheat export tender,trade sources said on Friday. The company is now expected to cancel the tender, for whichthe government-set floor price was $300 per tonne, said one ofthe sources. CCEA okays sale of 10.5 mn tonne FCI foodgrains in open mkt

New Delhi, Jun 21. The Cabinet Committee on Economic Affairs (CCEA) today cleared the Food Ministry's proposal to offload 10.5 million tonnes of FCI foodgrains in the open market to control retail prices. However, the proposal on allowing extra 2 million tonnes of wheat export through public sector trading agencies was not listed on the CCEA agenda for discussion. "The CCEA has approved allocation of 10 million tonnes of wheat and 0.5 million tonnes of rice from FCI godowns for sale under the Open Market Sale Scheme (OMSS)," Food Minister K V Thomas said after the meeting. Out of 10 million tonnes of wheat, 8.5 million tonnes would be sold from Punjab and Haryana to bulk consumers at Rs 1,500 per quintal. One million tonnes of wheat will be offered from state-run Food Corporation of India (FCI) centres across the country to small traders at Rs 1500/quintal plus freight. About 4,00,000 tonnes of wheat would be allocated to states for distribution to retail consumers and 1,00,000 tonnes of the grain to co-operative at the same price plus freight. Besides wheat, Thomas said the CCEA has approved allocation of about 5,00,000 tonnes of rice to states for retail consumers at Rs 1875 per quintal plus freight. The total subsidy for 10.5 million tonnes of foodgrains would be Rs 5,491 crore, sources said. The decision to release foodgrains in the open market will help in containing prices of wheat and rice, which have firmed up slighly as private traders are aggressively buying wheat directly from farmers at higher than support price to meet their export demand, experts said. This has led to lower procurement of wheat by state-run FCI and holding of stocks by farmers in anticipation of better prices in the coming months, they said, adding all these factors are impacting prices of wheat in the local markets. The FCI has huge stock of 77 million tonnes of foodgrains, against the storage capacity of around 74 million tonnes.

CTT on non-farm products from July 1

New Delhi, Jun 20. Commodity Transaction Tax (CTT) at 0.01 per cent will be levied on various non-agricultural commodities, including gold, sugar and edible oils, with effect from July 1. Notifying the CTT today, the Finance Ministry said 23 agricultural commodities, including wheat, barley, chana, cotton and potato, would be exempted from the levy. The tax would be levied on futures trading and not on spot trading in the commodities. Besides gold, silver, crude oil and base metals, processed farm items like sugar, soya oil and guar gum will come under CTT, it said. Coriander, cardamom and guar seed is also out of the CTT. In the 2013-14 Budget speech, Finance Minister P Chidambaram had said that CTT will be levied on non-farm items at the rate of 0.01 per cent and would be paid by the seller. Sources said the implementation of CTT has been delayed as there has been consultations between the stakeholders and the Finance Ministry over the list of non-agri commodities to be brought under the ambit of CTT. The exchanges and brokers are of the view that CTT would discourage day-traders and speculators, resulting in a big drop in business of five national bourses. There are 22 commodity bourses in the country, of which six of them operate at national level. The combined turnover of these bourses stood at Rs 170,46,840 crore in 2012-13, down by six per cent from the previous fiscal. Of the total turnover, more than 80 per cent comes from non-agricultural commodities.

NCDEX hails CTT notifications; sees limited impact on it

New Delhi, Jun 20. NCDEX, the country's leading agri-commodity exchange, today welcomed the notification on Commodity Transaction Tax (CTT) saying the levy would have a limited impact on the bourse as 23 farm items have been exempted from this tax. NCDEX would have some impact of CTT as processed food items like soyaoil, sugar, jaggery (gur), Guar Gum and RBD palmolein, traded on its platform would attract 0.01 per cent CTT from July 1. "We note the contents of the notification, we welcome the clarification, certainty is better than uncertainty. We also welcome the support to Agri products, all support to farmers is welcome and is consistent with the NCDEX mission," NCDEX Managing Director (Incharge) Sami Shah said in a statement. He said that some agri-products are missing on the exemption limits and the same would be taken up separately with the authorities in due course. "We will now proceed to implement and see the impact upon implementation. Generally for our products, we see limited impact as our focus has been on value chain participants and hedgers and these participants are more long term players," Shah said. The 23 items which would be exempted from the CTT include wheat, barley, chana, cotton, potato, coriander, cardamom and guar seeds. Gold, silver prices tumble on weak global cues

New Delhi, Jun 20. Both the precious metals, gold and silver tumbled in the national capital today on heavy sell-off by stockists, triggered by a weak trend in overseas markets. While gold fell by Rs 400 to Rs 28,000 per ten grams, silver plunged by Rs 1,500 to Rs 43,100 per kg on poor offtake. Traders said sentiment dampened after gold fell to the lowest in more than 2.5 years after US Federal Reserve Chairman Ben S Bernanke said asset purchases may be reduced later this year as the US economy recovers. However, marketmen said, weakening rupee, which made imports costlier, cushioned the fall to some extent. Meanwhile, rupee after touching life-time low of 60 against the dollar, was trading at 59.77, still down by 107 paise over its yesterday's close of 58.70. Gold in London, which normally sets price trend on the domestic front, dropped by 3.4 per cent to USD 1,304.75 an ounce, its lowest since September 30, 2010. Silver fell by 6.2 per cent to USD 20.08 an ounce, the cheapest since September 14, 2010. On the domestic front, gold of 99.9 and 99.5 per cent purity plummeted by Rs 400 each to Rs 28,000 and Rs 27,800 per ten grams, respectively. The yellow metal had lost Rs 80 yesterday. Sovereign followed suit and declined by Rs 200 to Rs 24,200 per piece of eight gram. In a similar fashion, silver ready dropped by a whopping Rs 1,500 to Rs 43,100 per kg and weekly-based delivery by Rs 1,280 to Rs 42,450 per kg. Silver coins also nosedived by Rs 2,000 to Rs 78,000 for buying and Rs 79,000 for selling of 100 pieces.

Fin Min turns down Pawar's proposal to hike sugar import duty

New Delhi, Jun 19. The Finance Ministry has turned down Agriculture Minister Sharad Pawar's proposal to hike sugar import duty immediately so as to address mounting cane arrears, saying such a move would lead to inflation. In a letter written recently to the Finance Minister, Pawar had said that arrears of sugar mills have risen to over Rs 10,000 crore and there was a need to hike import duty to curb shipments, which is putting downward pressure on local prices. It is felt that lower prices will hit the margins of sugar mills, which may defer payment of sugarcane arrears. At present, import duty on sugar is at 10 per cent. According to highly placed sources, Finance Minister P Chidambaram, after holding discussions with Pawar and Food Minister K V Thomas, has decided to keep the proposal on hold till August. The sugar import duty issue was discussed at length during the meeting and the Finance Minister was of the view that such a move could have an adverse impact on sugar prices in the open market during June-August period, when prices normally remain slightly firm, sources said. Arguing against the hike in import duty, Chidambaram and Thomas said the government at present has no mechanism to control local sugar prices following decontrol of the sector. That apart, the likely increase in retail prices would also have an impact on the subsidy, which the Centre has offered to give to state governments for procuring sugar from the open market for PDS distribution. The Centre has partially decontrolled the sugar sector and mills are no longer under obligation to supply sweetener to the Centre for the Public Distribution System (PDS). Industry body Indian Sugar Mills Association (ISMA) has also been demanding hike in import duty of sugar. Sugar production in India is expected to be be 24.5 million tonnes in the 2012-13 marketing year (October- September), higher than the domestic demand of 22 million tonnes.

Gold falls on global cues; silver ends steady

New Delhi, Jun 19. Gold prices fell by Rs 80 to Rs 28,400 per ten grams here today due to slackened demand amid a weak global trend. On the other hand, silver ready ruled flat at Rs 44,600 per kg, while weekly-based delivery shed Rs 80 to Rs 43,780 per kg on lack of speculators' buying support. Sentiment in gold turned bearish after it dropped to over three-week low in the global markets as investors await the conclusion of the US Federal Reserve's policy meet, traders said. Also, sluggish demand due to off-marriage season put further pressure on gold. Globally, gold in Singapore, which normally sets price trend on the domestic front, traded at USD 1,365.22 an ounce from USD 1,367.65 yesterday. Silver also fell 0.2 per cent to USD 21.63 an ounce. On the domestic front, gold of 99.9 and 99.5 per cent purity fell by Rs 80 each to Rs 28,400 and Rs 28,200 per ten grams, respectively. The yellow metal had gained Rs 230 yesterday. Sovereign, however, held steady at Rs 24,400 per piece of eight gram. Meanwhile, silver coins continued to be asked around previous level of Rs 80,000 for buying and Rs 81,000 for selling of 100 pieces.

सोने के आयात में अप्रैल-मई के दौरान जोरदार बढ़ोतरी हुई है, लेकिन जून में इसमें भारी गिरावट आने की संभावना है। रिजर्व बैंक के घरेलू बाजार के लिए खेप आधारित आयात का रास्ता बंद करने और केंद्र सरकार के आयात शुल्क में 2 फीसदी और बढ़ोतरी करने का नतीजा जून में सोने के आयात में गिरावट के रूप में सामने आ सकता है। एक दिग्गज सर्राफा विश्लेषक ने कहा, 'जून में मुश्किल से 40 टन का आयात हुआ होगा, क्योंकि बाजार में पिछले दो महीनों का बचा हुआ भारी स्टॉक था।Ó सोने का कुल आयात अप्रैल में 144 टन (7.5 अरब डॉलर) और मई में 162 टन (8.4 अरब डॉलर) रहा था। चालू वित्त वर्ष के इन दो महीनों में सोने की अनुमानित मांग क्रमश: 120 टन और 75 रही। मई में आयात काफी ज्यादा रहा, क्योंकि रिजर्व बैंक के संभावित रोक लगाने से पहले गैर-बैंकिग मनोनीत एजेंसियों ने खेप के रास्ते भारी आयात किया था। जून में पिछला बचा हुआ स्टॉक 100 टन से ज्यादा था, जिससे आयात में भारी गिरावट आई है। हालांकि जून से अगस्त तक के सीजन को सोने की मांग के लिहाज से सुस्त माना जाता है, इसलिए कुछ महीने और आयात बिल कम रहेगा। एक कारोबारी ने कहा कि जून में उन कारोबारियों ने मुनाफावसूली की जिन्होंने मई में सोने का आयात किया था, क्योंकि रुपये के भारी अवमूल्यन और आयात शुल्क में दो फीसदी बढ़ोतरी के कारण जून में कीमतें ऊंची रही हैं। इस मुनाफावसूली के कारण घरेलू बाजार में सोने की उपलब्धता बनी रहेगी, जिससे आयात भी कम रहेगा। चूंकि मई में खेप के रास्ते हुए सोने के आयात का भुगतान जून में होना था। जून में आयातित सोने की कीमत 2 से 2.5 अरब डॉलर रहेगी। इसका मतलब कि सोने के कम आयात के कारण व्यापार घाटे में 6 अरब डॉलर की कमी आएगी, लेकिन पिछले महीने के आयात भुगतान की वजह से जून में व्यापार घाटे में 4 अरब डॉलर की कमी आ सकती है। बार्कलेज इंडिया के राहुल बाजोरिया ने कहा, 'हमारा अनुमान है कि जून में सोने की मांग कम रहेगी और इसलिए आयात में कमी आएगी। आने वाले महीनों में भी इसके कम रहने की उम्मीद है। मई में व्यापार घाटे में हुई बढ़ोतरी निकट भविष्य का सबसे उच्च स्तर रहेगा और हमारा मानना है कि जून में इसमें काफी कमी आएगी।Ó बार्कलेज के नजरिये से इत्तेफाक जताते हुए नोमुरा की अर्थशास्त्री सोनल वर्मा ने कहा, 'हमारी नजर चालू खाते के घाटे पर है, जो वैश्विक कारकों से निर्धारित होगा और यह संभवतया भारत की आर्थिक स्थिति का एक प्रमुख निर्धारक होगा।Ó सोने की कीमतों में 230 रुपये की तेजी रुपया कमजोर पडऩे और स्टॉकिस्टों की लिवाली बढऩे से दिल्ली सर्राफा बाजार में आज सोने की कीमतों में पुन: उछाल आया। सोने के भाव 230 रुपये की तेजी के साथ 28,480 रुपये प्रति 10 ग्राम बोले गए। बाजार सूत्रों के अनुसार डॉलर की तुलना में रुपया कमजोर पडऩे से सोने की कीमतों में तेजी आई। रुपये के कमजोर होने से आयात महंगा हुआ है। उन्होंने बताया कि स्टॉकिस्टों और फुटकर कारोबारियों की ताजा लिवाली से बाजार धारणा मजबूत हुई। घरेलू बाजार में सोना 99.9 और 99.5 शुद्ध के भाव 230 रुपये की तेजी के साथ क्रमश: 28,480 रुपये और 28,280 रुपये प्रति 10 ग्राम बंद हुए। (BS Hindi)

फ्लोर मिलों व बड़े उपभोक्ताओं को मिलेगा ८५ लाख टन गेहूं

आर एस राणा नई दिल्ली | Jun 19, 2013, 03:56AM IST सुलभता - खुले बाजार बिक्री योजना में 100 लाख टन के आवंटन का प्रस्ताव सीसीईए की अगली बैठक में गेहूं आवंटन पर होगा फैसला खुले बाजार बिक्री योजना (ओएमएसएस) के तहत रोलर फ्लोर मिलों के लिए 100 लाख टन गेहूं का आवंटन करने का प्रस्ताव है। खाद्य मंत्रालय द्वारा तैयार प्रस्ताव के आधार पर 85 लाख टन गेहूं का आवंटन बल्क कंज्यूमर और 15 लाख टन का आवंटन स्मॉल ट्रेडर्स के लिए किया जाएगा। देशभर की फ्लोर मिलों को एक्स-पंजाब और हरियाणा से 1,500 रुपये प्रति क्विंटल की दर से गेहूं का आवंटन होगा एवं परिवहन लागत मिलों को वहन करनी होगी। खाद्य मंत्रालय के एक वरिष्ठ अधिकारी ने बिजनेस भास्कर को बताया कि ओएमएसएस के तहत गेहूं की बिक्री जुलाई से शुरू करने की योजना है। इसके तहत 100 लाख टन गेहूं के आवंटन का प्रस्ताव तैयार किया गया है, जिस पर आर्थिक मामलों की मंत्रिमंडलीय समिति (सीसीईए) की आगामी बैठक में फैसला होने की संभावना है। उन्होंने बताया कि ओएमएसएस के तहत पूरे सीजन के लिए 100 लाख टन गेहूं का आवंटन किया जाएगा, जिसमें से 85 लाख टन का आवंटन बड़े उपभोक्ताओं के लिए और 15 लाख टन गेहूं का आवंटन स्मॉल ट्रेडर्स के लिए करने को प्रस्ताव है। उन्होंने बताया कि देशभर की रोलर फ्लोर मिलों को एक्स पंजाब और हरियाणा से गेहूं का आवंटन किया जाएगा, जिसका बिक्री भाव 1,500 रुपये प्रति क्विंटल तय करने का प्रस्ताव है। परिवहन लागत रोलर फ्लोर मिलों को स्वयं वहन करनी होगी। इस आधार पर दिल्ली की फ्लोर मिलों में गेहूं का भाव रेलवे लोडिंग के आधार पर लगभग 1,543 रुपये, मध्य प्रदेश में 1,625 रुपये, राजस्थान में 1,570 रुपये और उत्तर प्रदेश में 1,587 रुपये प्रति क्विंटल होगा। इसके अलावा लोकल लोडिंग-अनलोडिंग और ट्रांसपोर्ट खर्च अलग से आएगा। भारतीय खाद्य निगम (एफसीआई) के पास पहली जून को 442.44 लाख टन गेहूं का स्टॉक जमा था, जबकि चालू रबी विपणन सीजन वर्ष 2013-14 में न्यूनतम समर्थन मूल्य (एमएसपी) पर केवल 250.80 लाख टन गेहूं की खरीद ही हो पाई है जो पिछले साल की समान अवधि के 367.77 लाख टन से 116.96 लाख टन कम है। चालू रबी विपणन सीजन में खाद्य मंत्रालय ने 440 लाख टन गेहूं की खरीद का लक्ष्य किया था। रबी विपणन सीजन 2012-13 में एफसीआई ने 381.48 लाख टन गेहूं की सरकारी खरीद की थी। कृषि मंत्रालय के तीसरे आरंभिक अनुमान के अनुसार चालू रबी में गेहूं का उत्पादन 936.2 लाख टन होने का अनुमान है, जो वर्ष 2011-12 के रिकॉर्ड उत्पादन 948.8 लाख टन से कम है। हालांकि जानकारों का मानना है कि चालू रबी में गेहूं का उत्पादन कृषि मंत्रालय के अनुमान से काफी कम होने की आशंका है। निर्यात के लिए होगा 20 लाख टन गेहूं नई दिल्ली - सार्वजनिक कपंनियों एमएमटीसी, पीईसी और एसटीसी को निर्यात के लिए और 20 लाख टन गेहूं का आवंटन किया जाएगा। सरकार द्वारा सार्वजनिक कपंनियों को इस गेहूं का आवंटन केंद्रीय पूल से किया जाएगा। इस पर फैसला आर्थिक मामलों की मंत्रिमंडलीय समिति (सीसीईए) की आगामी बैठक में होने की संभावना है। खाद्य मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि अंतरराष्ट्रीय बाजार में भारतीय गेहूं की अच्छी मांग को देखते हुए सार्वजनिक कंपनियों को निर्यात के लिए अतिरिक्त 20 लाख टन गेहूं का आवंटन करने का प्रस्ताव है, जिस पर फैसला सीसीईए की आगामी बैठक में होने की संभावना है। इससे पहले सार्वजनिक कपंनियों को 45 लाख टन गेहूं का आवंटन निर्यात के लिए किया गया था, जिसमें से सार्वजनिक कंपनियां अभी तक करीब 42 लाख टन गेहूं के निर्यात सौदे कर चुकी है तथा 40 लाख टन गेहूं की शिपमेंट भी हो चुकी है। (Business Bhaskar....R S Rana)

सीटीटी पर पिक्चर क्लीयर करे एफएमसी: एमसीएक्स

मुंबई।। देश के सबसे बड़े कमोडिटी फ्यूचर्स एक्सचेंज एमसीएक्स ने कमोडिटी ट्रांजैक्शन टैक्स (सीटीटी) का नोटिफिकेशन जारी होने से कुछ दिन पहले यह स्पष्ट करने को कहा है कि यह टैक्स सोया ऑयल, शुगर, ग्वार गम और रबड़ जैसे प्रोसेस्ड आइटम के साथ बुलियन, बेस मेटल्स और एनर्जी जैसे नॉन-फार्म प्रॉडक्ट्स पर लगेगा या नहीं? बजट से पहले भी सीटीटी लागू करने के खिलाफ एमसीएक्स ने आवाज उठाई थी। कमोडिटी एक्सचेंज ने रेग्युलेटर फॉरवर्ड मार्केट्स कमिशन (एफएमसी) से इस बारे में पिक्चर क्लीयर करने को कहा है। फाइनैंस मिनिस्टर ने बजट में बुलियन, बेस मेटल्स और एनर्जी जैसे नॉन-फार्म प्रॉडक्ट्स पर सीटीटी लगाने की बात कही थी। इन प्रॉडक्ट्स में एमसीएक्स का टर्नओवर देश के 6 नैशनल कमोडिटी एक्सचेंजों में सबसे ज्यादा है। मामले से वाकिफ एक सूत्र ने बताया, 'टैक्स कलेक्ट करने की जिम्मेदारी एक्सचेंजों पर है। ऐसे में सीबीडीटी के नोटफिकेशन में इसे बारे में तस्वीर साफ की जानी चाहिए कि किन कमोडिटीज पर सीटीटी लगेगा। एक्सचेंजों को डर है कि अगर उन्होंने क्लाइंट्स से टैक्स नहीं वसूला, तो बाद में उन्हें अपनी जेब से इसका पेमेंट करना पड़ सकता है।' एमसीएक्स के ऑफिशल्स और एमएफसी के चेयरमैन रमेश अभिषेक ने इस बारे में कमेंट करने से मना कर दिया। एफएमसी देश में 6 नैशनल और 15 रीजनल कमोडिटी एक्सचेंजों को रेग्युलेट करता है। इससे पहले इनकम टैक्स के कई फैसलों में सोयाबीन और गन्ने जैसी एग्री कमोडिटीज से बने प्रोसेस्ड प्रॉडक्ट्स को टैक्स छूट नहीं दी गई थी। इसी वजह से कमोडिटी एक्सचेंज अब सीटीटी के बारे में पिक्चर क्लीयर करने के लिए कह रहे हैं। मामले से जुड़े एक अन्य व्यक्ति ने कहा, 'कई फैसलों में इनकम टैक्स ने कहा है कि एग्रीकल्चरल इनकम को टैक्स से छूट मिली हुई है, लेकिन सोयाबीन जैसे आइटम से प्रोसेस होने वाले सोया ऑयल को यह छूट नहीं दी जा सकती। अगर यही तर्क सीटीटी पर लागू किया जाता है, तो क्या प्रोसेस्ड आइटम्स पर यह लागू होगा? इसका जवाब केवल सीबीडीटी दे सकता है।' हालांकि, कमोडिटी मार्केट से जुड़े लोगों का कहना है कि एफएमसी ने पिछले दशक में सोया ऑयल, शुगर जैसे प्रोसेस्ड प्रॉडक्ट्स को एग्री प्रड्यूस कैटिगरी में रखा है। ऐसे में एमसीएक्स की यह दलील केवल एनसीडीईएक्स, एनएमसीई और ऐस जैसे फार्म प्रॉडक्ट्स पर फोकस करने वाले एक्सचेंजों को 'चोट' पहुंचाने के लिए है। मार्केट में कई लोगों को जून की शुरुआत में प्रति लाख 10 रुपए के सीटीटी से जुड़ा नोटिफिकेशन जारी होने की उम्मीद थी, लेकिन यह अभी तक नहीं हुआ है। (ET Hindi)

1 जुलाई से लागू होगा कमोडिटी ट्रांजैक्शन टैक्स: सूत्र

रुवार को कमोडिटी ट्रांजैक्शन टैक्स (सीटीटी) लागू करने का नोटिफिकेशन जारी हो सकता है। सीएनबीसी आवाज को मिली एक्सक्लूसिव जानकारी के मुताबिक 23 एग्रो कमोडिटीज पर सीटीटी नहीं लगेगा। लेकिन एग्रो कमोडिटी की प्रोसेसिंग से बनाए गए कमोडिटी की ट्रेडिंग पर सीटीटी लगेगा। सरकार 1 जुलाई से सीटीटी को लागू कर सकती है। सूत्रों का कहना है कि गेहूं, सोयाबीन, मक्का, बादाम, जौ, इलाइची, चना, धनिया, कपास, ग्वार सीड समेत 23 आइटम सीटीटी के दायरे से बाहर होंगे। लेकिन 23 आइटम के अलावा बाकी आइटम पर सीटीटी लगेगा। माना जा रहा है कि सोया ऑयल, ग्वार गम जैसे एग्रो प्रोसेस्ड कमोडिटी पर सीटीटी लग सकता है। सूत्रों के मुताबिक नई कमोडिटी की फ्यूचर ट्रेडिंग शुरू होने पर आयकर विभाग सीटीटी लगेगा या नहीं, ये तय करेगा। कारोबारी की कीमत का 0.01 फीसदी सीटीटी लगेगा। हालांकि स्पॉट एक्सचेंज को सीटीटी के दायरे से बाहर रखा गया है। हर महीने की 7 तारीख तक पिछले महीने वसूला गया सीटीटी सरकार के पास जमा करना होगा।

बीस लाख टन क्षमता के साइलो निर्माण की पहल मध्य अगस्त से

कदम - बीओटी आधार पर निजी कंपनियां विकसित करेंगी भंडारण क्षमता एफसीआई 20 लाख टन के साइलो सिस्टम भंडारण के लिए जल्द आमंत्रित करेगी बोलियां प्रस्तावित खाद्य सुरक्षा बिल लागू होने के बाद केंद्रीय पूल में ज्यादा खाद्यान्न की आवश्यकता होगी। इसीलिए भारतीय खाद्य निगम (एफसीआई) अभी से इसकी तैयारी में जुट गया है। खाद्यान्न भंडारण क्षमता में बढ़ोतरी करने के लिए एफसीआई मध्य अगस्त तक 20 लाख टन साइलो सिस्टम भंडारण क्षमता के लिए बोलियां आमंत्रित करेगी। एफसीआई के एक वरिष्ठ अधिकारी ने बताया कि देश के दस जिलों में 20 लाख टन की अतिरिक्त भंडारण क्षमता साइलो सिस्टम के तहत बनाई जायेगी। मध्य अगस्त तक इसके लिए निविदा आमंत्रित किए जाने की संभावना है। इनमें से ज्यादा भंडारण क्षमता बीओओ (बिल्ड, ओन एंड आपरेट) के तहत बनाये जाएंगे जो सरकारी-निजी भागीदारी (पीपीपी) का एक रूप है। इसके अलावा बीओटी (बिल्ड, ऑपरेट एंड ट्रांसफर) मॉडल के आधार पर वायवलिटी गैप फंडिंग के आधार पर बनेंगे। एफसीआई के कार्यकारी निदेशक (साइलो) अनूप कुमार ने बिजनेस भास्कर बताया कि दस राज्यों में जो 20 लाख टन की अतिरिक्त साइलो भंडारण क्षमता तैयार की जाएगी। इसमें पंजाब में 4 लाख टन, हरियाणा में 3 लाख टन, मध्य प्रदेश में 3.5 लाख टन, उत्तर प्रदेश में 3 लाख टन, पश्चिमी बंगाल और बिहार में क्रमश: 2-2 लाख टन, महाराष्ट्र में एक लाख टन तथा असम, केरल और गुजरात में भी क्रमश: 50-50 हजार टन की अतिरिक्त भंडारण क्षमता तैयार की जाएगी। इस समय देशभर में आधुनिक साइलो सिस्टम के तहत करीब 5.50 लाख टन खाद्यान्न भंडारण क्षमता है। इसमें पंजाब और हरियाणा में क्रमश: 2-2 लाख टन की भंडारण क्षमता है। साइलो सिस्टम से खाद्यान्न की बल्क में खरीद, बल्क में भंडारण और बल्क में वितरण होता है। इसके तहत राज्य सरकारें साइलो सिस्टम भंडारण स्थल को ही मंडी यार्ड के रूप में स्थापित करेंगी, जिसका किसानों के साथ ही निगम को भी फायदा होगा। उन्होंने बताया कि प्रमुख उत्पादक राज्यों में तैयार की जाने वाली अतिरिक्त साइलो भंडारण क्षमता रेलवे साइडिंग के पास बनाना अनिवार्य होगा। साइलो भंडारण क्षमता में खाद्यान्न का सुरक्षित भंडारण ज्यादा समय तक किया जा सकता है। इस पर एफसीआई ने गत सप्ताह अंतरराष्ट्रीय वित्त निगम (आईएफसी) के सहयोग से दिल्ली में एक कार्यशाला का आयोजन किया, जिसमें करीब 85 निजी निवेशकों ने भाग लिया। खाद्य और सार्वजनिक वितरण विभाग के सचिव सुधीर कुमार ने इस अवसर पर कहा कि यह खाद्य भंडारण के लिए सबसे महत्वपूर्ण परियोजनाओं में से एक है। सरकार मिशन मोड के तहत पहले ही खाद्यान्न भंडारण क्षमता को बढ़ाने के लिए कदम उठा रही है। पीपीपी परियोजना के रूप में 20 लाख टन की साइलो भंडारण क्षमता इसी रणनीति का हिस्सा है। (Business Bhaskar.....R S Rana)

चाय बोर्ड 11 जुलाई से शुरू करेगा नियमावली

भारतीय चाय बोर्ड 11 जुलाई से चाय उद्योग के लिए भारतीय चाय नियमावली (कोड) शुरू करने जा रहा है। यह नियमावली सभी प्रसंस्करण इकाइयों और बागानों पर लागू होगी। उनको नियम लागू करने के लिए 6 महीने का वक्त दिया जाएगा। यह बात बोर्ड के चेयरमैन एम जी वी के भानु ने हाल में कही। इस नियमावली को राष्ट्रीय पायलट परियोजना के रूप में लागू किया जा रहा है और संभवतया अगले वित्त वर्ष से इसे पूरी तरह लागू कर दिया जाएगा। भानु ने बिज़नेस स्टैंडर्ड को बताया, 'अभी इसे पायलट आधार पर शुरू किया जाएगा और कुछ महीने इसका परीक्षण किया जाएगा।Ó इस नियमावली में कारोबारियों को शामिल नहीं किया गया है। इस नियमावली का मकसद पूरे चाय उद्योग का विकास करना है। इसमें चाय फैक्टरियों और बागानों के लिए न्यूनतम मानक समान होंगे। भानु ने कहा, 'कंपनियों को ये नियम लागू करने के लिए 6-7 महीने दिए जाएंगे।Ó उद्योग के एक स्रोत और एफएआईटीटीए के पदाधिकारी ने कहा, 'नियमावली लागू करने से कंपनियों पर अतरिक्त लागत बढ़ेगी, लेकिन यह बहुत अधिक नहीं होगी। शुरुआत में इसे करीब 500 कंपनियों अपना सकती हैं। नियमावली के दो मुख्य मापदंड मृदा संरक्षण और श्रम कल्याण हैं।Ó इस नियमावली में बहुत से मापदंड हैं, जिनसे न केवल चाय की गुणवत्ता में सुधार होगा बल्कि विश्व में उद्योग की छवि भी बेहतर बनेगी। इन मापदंडों में उत्पादकता बढ़ाना, श्रमिकों के लिए न्यूनतम उम्र सीमा तय कर श्रमिक कल्याण के उपाय शुरू करना और फैक्टरियों में सुरक्षा के सख्त मानक बनाए रखना है। एफएआईटीटीए के सचिव चेतन पटेल ने कहा, 'भारतीय खरीदार अपने देश के चाय उद्योग के बारे में नहीं जानते हैं। एक समान नियमावली से उन्हें उद्योग को बेहतर तरीके से समझने में मदद मिलेगी। उम्मीद है कि ज्यादातर चाय निर्यातक कंपनियां इसे अपना लेंगी।Ó नियमावली में चाय बागानों में कीटनाशकों के उपयोग के बारे में स्पष्ट वर्णन किया जाएगा। इससे श्रमिकों और चाय उपभोक्ताओं की स्वास्थ्य सुरक्षा सुनिश्चित हो सकेगी। साथ ही गुणवत्ता प्रमाण-पत्र के लिए भी आवदेन किया जा सकेगा। चूंकि देश में चाय उत्पादन के लिए जमीन की उपलब्धता सीमित है, इसिलए मृदा संरक्षण से उत्पादकता बढ़ाने में मदद मिलेगी। एफएआईटीटीए के एक सदस्य ने कहा, 'श्रमिकों के लिए न्यूनतम उम्र सीमा 16 साल तय की जाने की संभावना है। वैश्विक स्तर पर यह 18 साल है।Ó अप्रैल में उत्पादन 6 फीसदी बढ़ा चाय बोर्ड के अनुसार इस वर्ष अप्रैल में चाय उत्पादन करीब 6 फीसदी बढ़कर सात करोड़ 51.3 लाख किलोग्राम हो गया। असम व केरल में उत्पादन सुधरा है। पिछले वर्ष की समान अवधि में उत्पादन 7 करोड़ 9.9 लाख किलोग्राम था। चाय बोर्ड ने एक ताजा रिपोर्ट में कहा है कि असम में चाय उत्पादन 16 फीसदी बढ़कर चार करोड़ 18.7 लाख किलोग्राम हो गया जो वर्ष भर पहले की समान अवधि में तीन करोड़ 60.5 लाख किलोग्राम था। केरल में उत्पादन 40 फीसदी बढ़कर 51.5 लाख किलोग्राम हो गया जो पहले 36.7 लाख किलोग्राम था। हालांकि पश्चिम बंगाल में चाय उत्पादन 4.58 फीसदी घटकर एक करोड़ 16.7 लाख किलोग्राम रह गया और तमिलनाडु में उत्पादन 18.35 फीसदी घटकर एक करोड़ 45.5 लाख किलोग्राम रह गया।a (BS Hindi)

मसालों का निर्यात 22 फीसदी बढ़ा

वर्ष 2012-13 के दौरान देश से मसालों और इन पर आधारित अन्य उत्पादों का निर्यात 22 फीसदी बढ़ा है। इस दौरान कुल निर्यात 6,99,170 टन रहा, जो पिछले वित्त वर्ष के दौरान 5,75,270 टन था। कीमत के लिहाज से निर्यात 14 फीसदी बढ़कर 11,171 करोड़ रुपये रहा, जो पिछले साल 9,783.42 करोड़ रुपये था। वित्त वर्ष 2013 के शुरू में मसाला बोर्ड ने जो लक्ष्य तय किया था, उसकी तुलना में निर्यात मात्रा के लिहाज से 24 फीसदी और कीमत के लिहाज से 38 फीसदी ज्यादा रहा है। बोर्ड का लक्ष्य 8,200 करोड़ रुपये के 5,66,000 टन मसालों के निर्यात का था। सबसे अच्छा प्रदर्शन लहसुन का रहा, जिसका निर्यात 991 फीसदी बढ़कर 24,000 टन रहा। इसकी कीमत 426 फीसदी की भारी बढ़ोतरी के साथ 74.50 करोड़ रुपये रही। वर्ष 2011-12 में लहसुन का निर्यात महज 2,200 टन था, जिसकी कीमत 14.15 करोड़ रुपये थी। मसाला बोर्ड के निर्यात के ताजा आंकड़ों के मुताबिक सौंफ और धनिये का भी मात्रा और मूल्य दोनों लिहाज से बेहतर प्रदर्शन रहा। सौंफ का निर्यात 80 फीसदी और धनिये का निर्यात 76 फीसदी बढ़ा। इस दौरान 114 करोड़ रुपये मूल्य की 14,575 टन सौंफ का निर्यात हुआ, जबकि पिछले साल 73 करोड़ रुपये की 8,100 टन सौंफ का निर्यात किया गया था। इसी तरह 37,100 टन धनिये का निर्यात हुआ, जिसकी कीमत 211 करोड़ रुपये थी। पिछले साल 164 करोड़ रुपये के 28,100 टन धनिये का निर्यात हुआ था। मिर्च का निर्यात मात्रा के लिहाज से 17 फीसदी और मूल्य के लिहाज से 5 फीसदी बढ़ा। इस दौरान 2,81,000 टन मिर्च का निर्यात हुआ, जिसकी कीमत 2,261.44 करोड़ रुपये रही, जबकि पिछले साल 2,145 करोड़ रुपये की 2,41,000 टन मिर्च का निर्यात हुआ था। मसाला बोर्ड के आंकड़ों के मुताबिक 2012-13 में 80,050 टन हल्दी और 19,850 टन अदरक का भी निर्यात हुआ। पुदीना उत्पादों के निर्यात में 35 फीसदी बढ़ोतरी रही। करी पाउडर या पेस्ट और तेल एवं ओलिव रेजिन के निर्यात में क्रमश: 12 और 19 फीसदी बढ़ोतरी रही। वर्ष 2012-13 के दौरान भारत से 19,000 टन करी पाउडर/पेस्ट और 8,670 टन स्पाइस ऑयल एवं ओलिव रेजिन का आयात किया गया। पिछले वित्त वर्ष के दौरान काली मिर्च और इलायची (छोटी) के निर्यात पर भारी चोट पड़ी है। काली मिर्च का निर्यात 40 फीसदी और इलायची का 82 फीसदी गिरा है। मूल्य के लिहाज से गिरावट काली मिर्च में 23 फीसदी और इलायची में 40 फीसदी रही। काली मिर्च की निर्यात मात्रा गिरकर 16,000 टन रही, जिसकी कीमत 672.56 करोड़ रुपये थी। जबकि पिछले साल 878 करोड़ रुपये की 26,700 टन काली मिर्च का निर्यात हुआ था। इलायची का निर्यात 2250 टन रहा, जिसकी कीमत 185 करोड़ रुपये थी। पिछले साल 363 करोड़ रुपये मूल्य की 4,650 टन इलायची का निर्यात हुआ था। (BS Hindi)

निर्यात पर सोने की मार

सोने के आयात को हतोत्साहित करने की सरकार की कोशिशों का कुछ खास असर होता नहीं दिख रहा है। मई के दौरान निर्यात 1.1 फीसदी घटकर 2,451 करोड़ डॉलर रहा जबकि 7 फीसदी इजाफे के साथ आयात बढ़कर 4,465 करोड़ डॉलर दर्ज किया गया। इससे मई में व्यापार घाटा 2,000 करोड़ डॉलर के अप्रत्याशित स्तर पर पहुंच गया। मई 2012 में निर्यात आंकड़ा 2,478 करोड़ डॉलर था जबकि आयात 4,173 करोड़ डॉलर रहा था। सरकार की ओर से जारी निर्यात-आयात आंकड़ों के अनुसार पिछले चार महीनों से लगातार बढ़ रहा निर्यात मई में घटा है। विश्लेषकों ने चेताया है कि अगर आने वाले महीनों में भी यही चलन रहा तो चालू खाते के घाटे पर इसके गंभीर असर हो सकते हैं। वाणिज्य सचिव एस आर राव ने बताया कि विशेष आर्थिक क्षेत्रों में सोने के व्यापार पर काबू पाने की वाणिज्य विभाग की कोशिशों के कारण इस अवधि में सोने के निर्यात में 80 करोड़ डॉलर की कमी आई है। भारतीय निर्यात संघ (फियो) के अध्यक्ष एम रफीक अहमद ने कहा, 'अमेरिका और जापान मंदी से उबरने लगे हैं जबकि यूरो क्षेत्र में चिंता बरकरार है।Ó रिजर्व बैंक द्वारा सोने का आयात घटाने की कोशिशों के बावजूद मई में अक्षय तृतीया पर सोने और चांदी का आयात 89.7 फीसदी बढ़कर 839 करोड़ डॉलर रहा, जो मई 2012 में 440 करोड़ डॉलर रहा था। विश्लेषकों का कहना है कि सोने पर सीमा शुल्क 6 फीसदी से बढ़ाकर 8 फीसदी करने से इसका आयात कुछ घटेगा। चालू वित्त वर्ष के शुरुआती दो महीनों में चालू खाते का घाटा बढ़कर 3,790 करोड़ डॉलर हो गया है, जो पिछले साल की समान अवधि में 3,097 करोड़ डॉलर था। राव ने कहा, 'व्यापार घाटा गंभीर चिंता बना हुआ है। इसकी वजह सोने और चांदी का भारी भरकम आयात है। (BS Hindi)

सोना के आयात पर रोक की कोशिशें नाकाम, 109 फीसदी बढ़ा

नई दिल्ली। सोने की मांग कम करने की सरकार और आरबीआई की कोशिशें असफल होती नजर आ रही हैं। अप्रैल-मई में सोने और चांदी का आयात 109 फीसदी बढ़कर 1588 करोड़ डॉलर रहा। वहीं कच्चे तेल का आयात 3.5 फीसदी बढ़कर 2910 करोड़ डॉलर का रहा। मई में कच्चे तेल के आयात में 3 फीसदी का उछाल आया और 1500 करोड़ डॉलर का कुल आयात हुआ। मई में सोने और चांदी का आयात 89 फीसदी बढ़कर 839 करोड़ डॉलर का रहा। कच्चे तेल और पेट्रोलियम प्रोडक्ट के बाद सोने का ही सबसे ज्यादा आयात होता है। व्यापार घाटे के मोर्चे पर भी अच्छी खबर नहीं है। पिछले साल के मुकाबले मई में व्यापार घाटा 1890 करोड़ डॉलर से बढ़कर 2014 करोड़ डॉलर रहा। कमजोर रुपये के बावजूद मई में निर्यात 1.1 फीसदी घटकर 2451 करोड़ डॉलर के रहे। जबकि आयात 7 फीसदी बढ़कर 4465 करोड़ डॉलर का रहा। हालांकि अप्रैल-मई में निर्यात में हल्की बढ़त नजर आई। अप्रैल-मई में निर्यात 0.21 फीसदी बढ़कर 4867 करोड़ डॉलर के रहे। वहीं आयात 8.8 फीसदी बढ़कर 8660 करोड़ डॉलर के रहे। वाणिज्य सचिव एस आर राव का कहना है कि सोने और चांदी के बढ़ते आयात की वजह व्यापार घाटा बढ़ा है। एसईजेड में सोने की ट्रेडिंग पर रोक लगाई गई है। वैल्यू एडिशन के जरिए सोने के निर्यात को बढ़ावा देने का इरादा है। एस आर राव के मुताबिक टेक्सटाइल निर्यात का अच्छा प्रदर्शन है। इंजीनियरिंग उत्पादों के निर्यात में भी बढ़त दिख रही है। उम्मीद है कि जून में निर्यात में बढ़ोतरी नजर आएगी।

हमारे गैर-कृषि कारोबार का अनुपात निश्चित रूप से बदलेगा'

देश में कृषि जिंसों का वायदा कारोबार आए दिन होने वाली नियामकीय कार्रवाई और हेजिंग के कारण काफी उतार-चढ़ावों से गुजरा है। समीर शाह ने जून से नैशनल कमोडिटी ऐंड डेरिवेटिव्ज एक्सचेंज (एनसीडीईएक्स) के प्रबंध निदेशक (प्रभारी) का पदभार संभाला है। उन्होंने न केवल एक्सचेंज पर बल्कि पूरे कृषि जिंस वायदा कारोबार में लंबी अवधि में होने वाले सकारात्मक बदलावों का खाका खींचा है। एनसीडीईएक्स के कारोबार में कृषि जिंसों का बड़ा हिस्सा होता है। आपने एनसीडीईएक्स की बागडोर ऐसे समय संभाली है जब एक्सचेंज का कारोबार कम हो रहा है। आपकी आगे की क्या योजनाएं हैं? कारोबार तो महज अल्पावधि का मसला है। हमने अपने एक्सचेंज पर कारोबार की नई रणनीति के लिए चार अहम कदम उठाने का फैसला लिया है। मेरी प्राथमिकताएं बाजार का दायरा बढ़ाना, हेजर्स की भागीदारी बढ़ाना, कृषि जिंसों में नकदी को सुधारना और नयापन लाना शामिल है। इसके मुताबिक हम नए अनुबंध शुरू करेंगे, जिनकी कीमत भारतीय कारोबारियों-किसानों के अनुकूल होगी। पहला, हम भागीदारी बढ़ाना चाहते हैं, जिसके तहत हम कृषि जिंसों के वास्तविक उत्पादन और उपभोग बाजारों पर ध्यान दे रहे हैं। हम कुछ अनुबंधों में शर्तें बदलने पर विचार कर रहे हैं, जिससे वे हेजिंग के लिए उपयोगी बन सकें। दूसरा, हमारा अगला एजेंडा पूरी जिंस वैल्यू चेन को एकीकृत करना है। हम इसमें हाजिर कारोबारियों को जोडऩा चाहते हैं और उन्हें वायदा हेजर बनाना चाहते हैं। इसके अलावा उत्पादों में नयापन लाने की भी योजना है। उदाहरण के लिए खरीफ और रबी दोनों सीजन में मक्के के लिए एक्सचेंज रिवॉल्विंग बेसिस सेंटर शुरू कर चुका है। हम चाहते हैं कि भारतीय भागीदारों के लिए वायदा अनुबंधों में कीमत निर्धारण ठीक ढंग से हो। हमने इसे कच्चे तेल में अपनाने की कोशिश की थी, जिसमें कच्चे तेल की बेंचमार्क कीमत तय की गई थी। स्टील में भी ऐसा ही करने की योजना है। डिलिवरी के लिए बीआईएस गुणवत्ता को अनिवार्य किए जाने के बाद हमने इस्पात अनुबंधों की शर्तों में और बदलाव के लिए कहा था। हमने एफएमसी से ग्राहक/सदस्यों की कारोबारी सीमा उदार बनाने का भी आग्रह किया था, ताकि उनके लिए कारोबार आसान बन सके। चौथा, वेयरहाउस तंत्र को उन्नत बनाने की योजना है। शुरू होने के 10 साल बाद आज हमारे पास डिलिवरी के लिए काफी हद तक स्थान उपलब्ध है। हम इसका दायरा बढ़ाना चाहते हैं और वेयरहाउसिंग के क्षेत्र में निजी कंपनियों की भागीदारी चाहते हैं। एक्सचेंज का एक अहम कदम मंडियों का आधुनिकीकरण है। इसकी प्रगति कैसी है और अगला कदम क्या होगा? हमारे समूह की कंपनी एनसीडीईएक्स स्पॉट एक्सचेंज कर्नाटक में 25 हाजिर मंडियों को आधुनिक बना चुकी है और यह संख्या अक्टूबर तक 50-55 हो जाएगी। इनकी राज्य की कृषि उपज में 50 फीसदी हिस्सेदारी होगी। आंध्र प्रदेश में भी इनकी संख्या बढ़ाई जा रही है। तमिलनाडु सरकार ने भी परियोजना में रुचि दिखाई है। हम इन मंडियों के एग्रीगेटर और कारोबारियों से जोखिम एनसीडीईएक्स के प्लेटफॉर्म पर हेज करने के लिए कह रहे हैं। दुनिया की तुलना में भारत में हेजर्स की भागीदारी कम है। इसे बढ़ाने के लिए क्या करेंगे? हेजर्स की भागीदारी को खड़े सौदों (ओपन इंटरेस्ट) से मापा जा सकता है। खड़े सौदे ओपन अनसैटल्ड अनुबंधों की संख्या है। यह हेजर की भागीदारी का अच्छा संकेतक है। यह देश के कुल कृषि उत्पादन का मुश्किल से 0.2 फीसदी है, जो विश्व में 25-30 फीसदी है। इसके विकास की काफी गुंजाइश है। हम भागीदारों विशेष रूप से वेयरहाउसों के साथ बैठकें करेंगे। हम किसान संगठनों और विपणन निकायों के साथ एग्रीगेटर के रूप में काम करने और व्यक्तिगत किसानों के पक्ष में कारोबार करने के लिए बातचीत कर रहे हैं। गैर कृषि जिंसों पर सीटीटी से एक्सचेंज को फायदा होगा? सीटीटी कोई बड़ा फायदा नहीं है। गैर-कृषि जिंसों से कृषि जिसों की तरफ थोड़ा कारोबार स्थानांतरित होने से संभवतया हमें थोड़ी अवधि में फायदा मिलेगा। सीटीटी में छूट से सभी एक्सचेंजों को प्रोत्साहन मिलेगा। इससे हम कृषि वायदा बाजार का दायरा बढ़ा सकेंगे। आने वाले समय में हमारा गैर-कृषि कारोबार पक्का बदलेगा, क्योंकि हम अपने सभी उत्पाद फोर्टफोलियो का विस्तार कर रहे हैं। (BS Hindi)
