...ET Hindi

Nitish asks PM to lift ban on export of maize

Patna (PTI): Bihar chief minister Nitish Kumar has sought prime minister Manmohan Singh's intervention for lifting the ban on export of maize, saying the measure would slow down the state's efforts to improve agricultural productivity.
"The agricultural roadmap of Bihar envisages an increase in production of maize and the ban on its export will slow down our efforts to improve agricultural productivity, which would finally affect the country's food security," Kumar said in a letter to the prime minister on Tuesday, a spokesman for the chief minister's office said Wednesday.

....ET Hindi

...bshindi

.....(bshindi)

Pulses coverage lagging behind by 14 lakh hectares

New Delhi, July 27

Pulses production may be the biggest casualty of the extended dry spell across Maharashtra, Karnataka and Andhra Pradesh (AP) right until the third week of this month.

While the south-west monsoon has staged a revival over Peninsular India in the last 3-4 days, it may turn out to be somewhat late. “Arhar (pigeon-pea) planting can take place in Andhra Predesh and Karnataka even in August. But for moong (green gram) and urad (black matpe), the time is over”, the Agriculture Commissioner, Dr N.B. Singh, told Business Line.

Cumulative pulses coverage so far has been lagging behind by about 14 lakh hectares (lh) over last year’s level, with the decline being nearly six lh in moong, 4.8 lh in arhar and 2.4 lh in urad. The sharpest drops have been reported from Maharashtra (9.42 to 6.44 for arhar, 5.97 to 3.36 for moong and 4.95 to 2.28 for urad), followed by Karnataka (4.24 to 1.63 for moong, 3.12 to 1.62 for arhar and 1.60 to 0.72 for urad) and AP (2.75 to 1.26 for arhar and 2.76 to 1.18 for moong).

High acreage in N. India

The above shortfalls have been partially made up by higher acreages in northern and central India, which have had relatively better rainfall activity this season. Arhar area has gone up in Madhya Pradesh (2.75 to 3.25) and Uttar Pradesh (1.62 to 2.99), while that of urad has risen in UP (1.24 to 3.02) and Rajasthan (1.06 to 1.41). Rajasthan has also registered increased coverage under moong (7.10 to 7.92).

Dr Singh felt that the monsoon’s revival — projected to last the next week and perhaps beyond — will particularly help oilseeds.

“Groundnut sowing can be taken up in Karnataka and the Rayalaseema districts of AP till end-July. But it is the crop already sown from the middle of June that will really stand to benefit”, he added.

Echoing a similar view, Mr B.V. Mehta, Executive Director of the Solvent Extractors’ Association of India, held that “the picture is not as gloomy as it was just a week back, when we had virtually given up on the standing crop”.

Groundnut

Progressive groundnut acreage up to now, at 34.88 lh, is below the corresponding last year’s figure of 38.63 lh. While area is down in AP (7.68 to 5.36), Karnataka (4.78 to 2.69) and Maharashtra (2.78 to 1.72), it is up for Gujarat (16.11 to 17.46) and Rajasthan (2.87 to 3.23).

The situation is even better in the case of soyabean, where an additional 7.5 lh has been sown this year and production is poised to hit a fresh high.

Soyabean

“Soyabean has not been a problem this time as Madhya Pradesh and Rajasthan have had good rains. Hopefully things will improve in Maharashtra as well”, Mr Mehta added.

Soyabean area has increased in M.P. (44.13 to 49.99) and Rajasthan (5.76 to 8.16), while dipping in Maharashtra (23.49 to 22.30).

What about cotton, which has witnessed a 9.5 lh area reduction, mainly courtesy Maharashtra (down 3.7 lh), Gujarat (1.4 lh) and AP (one lh)?

Punjab, Haryana and Rajasthan have also registered a combined three lh decline, though the reason has not been dry weather, but threat from the mealy bug insect pest and diversion to paddy and maize.

According to Dr K.R. Kranthi of the Nagpur-based Central Institute for Cotton Research, sowing can go on till end-July in Gujarat and the first week of August in AP.

“In Maharashtra, the normal cut-off is July 15 and if you plant after the third week, yields could fall by a quarter or more”, he said.

But that may still not deter farmers from going ahead. “Cotton is, after all, a cash crop and it has also yielded good returns in recent times”, Dr Singh pointed out..(Business Line)

....bshindi

India’s ban on maize export hits Lanka’s poultry industry

Sri Lanka’s poultry industry faced a serious situation after India banned maize exports, the All Island Poultry Association (AIPA) said. AIPA Chairman Dr. D.D. Wanasinghe said that if the authorities failed to give a solution the industry would collapse.

Over 50% of the poultry food is maize and the industry depends heavily on Indian maize imports. India banned maize exports from July and today the millers have stocks only for ten days.

We met Ministry officials and they said that the Ministry would discuss the matter with the Indian authorities and try to get some relief, Dr. Wanasinghe said. The total demand for maize in the country is around 200,000 MT a year and the local production is limited to 25,000-30,000 Mt per year.

As maize is used to produce ethanol the price of maize in the world market has increased sharply.

Though there is a huge domestic market there is no attempt to increase production. Today, the Government charges 20% cess on maize imports but this money has never been used to assist farmers to increase production. The tax only benefited the intermediaries.

Dr. Wanasinghe said that the market has just begun to recover from the crisis created after the Consumer Protection Authority (CPA) enforced the maximum retail price for chicken.

In January, the CPA set a maximum retail price of Rs. 300 per kilogram for chicken, below the cost of production, Dr. Wanasinghe said.

After the price control most of the small farmers abandoned production while large-scale farmers limited production and there has been a big shortage of chicken in the market since January this year.

After lengthy discussions with the CPA, the authorities, agreed to increase the maximum price of chicken to Rs. 320 per kg from July 1.

However, the price is still at break even and for the business to be profitable the price should be Rs. 350 per Kg. The price of maize increased by 12% from July 1 and the industry is again getting deeper into the crisis. However, after the CPA revised the price there is progress in the market as farmers resumed chicken raring.

Dr. Wanasinghe said the CPA should be flexible and the authorities should help the industry to sustain this progress.

The Government could reduce the huge tax it charges at several stages in the chicken production process to make chicken an affordable commodity for consumers, without harming the industry. Today, the Government charges Rs. 55 as VAT per kg of chicken, Dr. Wanasinghe said. ....sunday observer

Fears of major crop damage recede as met predicts revival of monsoon

New Delhi, 26th July! The monsoon, which had played truant in southern and western India after early enthusiasm, is likely to revive soon, abating fears of a major drop in production of oil seeds, pulses and rice in large parts of the country, reports Our Bureau in New Delhi.

According to the India Meteorological Department (IMD), the rains are likely to gather momentum around Sunday. In fact, breaking a disconcertingly long dry spell, it’s been raining in most parts of Maharashtra, including Mumbai, for the past couple of days.

A low pressure area over west-central and adjoining north-west Bay of Bengal around July 27 could mark the revival of monsoon activity, IMD told a multi-expert Crop Weather Watch Group (CWWG) on Friday.

“Rainfall activity is likely to increase considerably over central and adjoining peninsular India, particularly over Andhra Pradesh and Maharashtra... it is also likely to increase along the west coast and Gujarat, with the possibility of heavy to very heavy rainfall,” the agency maintained. The turnaround, if it happens, should be a welcome relief for the government, which is battling double-digit inflation and does not want scanty rains to hit crop production.

Rains have been scanty in 15 out of the country’s 36 meteorological sub-divisions. Since the beginning of the monsoon on June 1 till July 23, rainfall across the country has been 2% short of the long period average (LPA) of 89 cm. For July 17-23, the deficit was 33%. Northwest India has seen bounteous rains since June 1 — 43% more than the LPA — while central India and the southern peninsula witnessed shortfalls of 15% and 32%, respectively.

Rainfall was 62% below LPA in Marathwada. The shortfall was 49% in madhya Maharashtra and 43% in Kerala.
The marked rainfall deficit till the crucial sowing month of July has already impacted prices of commodities, including pulses, oilseeds (groundnut and soyabean), sugar, maize and even rice, threatening high retail prices as tight output fears loom. Spurred by lower output fears and fresh rainfall deficit data, maize August futures were up 1.18% at Rs 1,075 per 100 kg on NCDEX on Friday. Agriculture ministry data showed that acreage under corn was 4.10 million hectares till July 18, compared with 4.27 million hectares in the same period last year.

Poor monsoons in the first half of July have already affected the prices of pulses and sugar. Between July 1-15, lack of rains in the sowing period for pulses in Maharashtra, Andhra Pradesh and Karnataka —which together account for 65% of the country’s kharif pulses output — pushed up the prices by a good Rs 300-400/quintal, pegging moong at a high of around Rs 3,125/quintal, urad at Rs 3,200/quintal and tur dal in the range of Rs 3,200-3,225/quintal.

According to Friday’s data released by the agriculture ministry, pulses acreage has come down to 63.8 lakh hectares this year compared to 77.8 lakh hectares in the corresponding period last year. Normally, around 109 lakh hectares come under pulses during each kharif season. “If the rains don’t revive to boost sowing, the prices of pulses will be driven up higher on projections of lower output,” commodity watchers said.

Meanwhile, reports of poor rains in Madhya Pradesh and Gujarat have also boosted northward the prices of soyabean and groundnut. Overall oilseed acreage is also down this year at 134.5 lakh hectares compared to 136.9 lakh hectares last year, with the fall mainly in groundnut. With soyabean sowing at crucial stages in Maharashtra, Karnataka and Madhya Pradesh, rains would be beneficial to the soya crop.

Lower sugarcane planting has also been spurred by poor monsoons in cane-growing regions. Planting, thus far, is pegged at a lower 43.2 lakh hectares compared with 52.8 lakh hectares during the year-ago period. The lower planting is expected to tighten sugar prices by 20-25% in the medium-to-long term. Spot prices for sugar in Delhi ruled in the Rs 1,730/quintal on July 18-19, a Rs 125-135/quintal increase.

Significantly, there are also reports of transplantation of key kharif staple, paddy, being impacted adversely in both Andhra Pradesh and Tamil Nadu. Although the CWWG was told that acreage till this week was 170.1 lakh hectares, much higher than last year’s 143.1 lakh hectares, rains are crucial for that to translate into output. “Unless there are rains in the next few days, the paddy crop is likely to be affected,” commodity watchers said. In some other parts, there are reports of heavy rains affecting the crop. -----ET Bureau
